The Study Of Problems And Countermeasures On China's Smart Government Construction

The construction of intelligence government will not only help to improve the government's ability of administration,service and supervision,but also help to improve the government's ability to go vern and make a decision.It is an inevitable choice to realize the modernization of government governance,and also the practice of the theory of the whole government and the service type government.At present,the construction of our country's intelligence government has begun to take shape as a whole,and has initially implemented the government's data opening plan.It has the trend of gradually developing to the "online to offline ",and the public participation is gradually increasing.However,there are still many problems such as inadequate development,neglect of public demands,security of data saving and opening to the open.The problems of low level of enjoyment,inadequate human resources construction and insufficient public participation restrict the further development of our wisdom government.By combing the current research situation at home and abroad,taking the problems existing in the construction of wisdom government as the research object,the paper uses literature research method,comparative analysis method and data analysis method to find out the reasons that restrict the construction of wisdom government affairs in our country,which are lack of perfect top-level design,lack of multi subject cooperation consciousness and phase.The regulations of the law are still not perfect,the absence of unified standard and standard,the lack of corresponding talent introduction and training mechanism,and the lack of a sound response and guidance mechanism by the government.According to the analysis of the causes of the problem,the countermeasures are put forward: the top level design is perfected,the top level design model including five levels,four stages,three major and three character systems is constructed,and the multi subject cooperation is encouraged to introduce the advantages and ways of multi-agent cooperation and the boundary that need attention so as to dig the public needs deeply.On the basis of the advanced experience of foreign countries,the innovative construction comes from the legal system of multi subject,multifaceted and standard,and the unified information standard system is constructed from the angle of information technology,information management and information service.In addition,it also puts forward the strategy of strengthening the introduction of talents outside the system as well as the body.In the end,we should improve the government response system,guide the public and the media to return to rationality,express reasonable demands,and ensure the construction of intelligent government in all directions.
