At present,in the field of Smart Government,the reform on the decentralization of the state power,the integration of administration and delegation,and the optimization of service have been carried forward at a deep level with key links.It is very necessary to change and adjust the existing work flow of various systems to face the new situations and requirements now the Smart Government has faced;meanwhile the same requirements from the new environment of the Internet + era.Therefore,it is necessary and urgent to study and practice how to use the cloud computing technology to support the optimization of government processes to achieve the goal of smart government.In this paper,we design and implement a Government Cloud Workflow(G.CFlow)platform where has the problems of complex business processes,low resource intensiveness,and high cost on infromationalizaiton caused by break nodes,blind nodes and error nodes.G.CFlow platform will apply the characteristics of multi-tenancy,easy-configure and easy-extend from Cloud computing into the administration of government workflow management.Different government workflow submit internal applications for business processes through G.CFlow platform engine service portal.This platform helps the government process be configured and automated and provides multi-channel,multi-mode,on-demand access to their business processes and services to meet the actual requirements in the government system for government process-related users to better use the resources and improve the efficiency with the help of the government workflow analysis,approval authorization distribution,approval process control,electronic monitoring log management etc.G.CFlow platform engine,and the support from cloud computing hardware facilities and operating system.The main work of this paper is consists of four steps:(1)Analysis the requirement of smart government platform based on cloud workflow.Faced with the new situation,new requirements and new challenges,this article starts with the objects of government service entities,and then extracts the four common requirements from the six types of government workflow nodes based on the overview of the government information flow.After analyzing the characteristics of Internet + era such as personalization,dynamic,initiative and flexibility,it suggests the functional requirements on the government affairs process analysis,approval authorization management,approval process control and electronic monitoring log management,and suggests the performance requirements on reliability,safety and extendibility needed by smart government platform based on cloud workflow.(2)Design the architecture of smart government platform based on cloud workflow.Based on function and performance requirements,this paper proposes a system structure of smart government workflow named Government Cloud workflow(G.CFlow)based on the cloud computing and workflow technology.It completes the architecture design of the G.CFlow and defines the overall structure of the G.CFlow including the components such as service portal,government flow definition tool,model management tool,log analysis system,G.CFlow engine and component of Aneka cloud platform,etc.At the meanwhile,it also designs the models like administrative process analysis,approval authorized management,approval process control and electronic monitoring log management etc for of G.CFlow engine model.(3)The detailed design of smart government platform based on cloud workflow.According to the Requirement analysis and the overall framework,the design and construction of G.CFlow workflow engine are further enhanced which mainly includes functional implementation of analyzing,decoding and reconstructing the flow of each government workflow through the Government workflow Analysis module;Setting the control on task,process pattern and process operation based on the pre-set task types through Approval Authorized Management module;achieving a unified order,gathering,branching,sub-flowing,jumping,looping and other control functions through Approval Process Control module;tracking and monitoring the status of the process to implement the output feedback through Electronic Monitoring Log Management module.In addition,the platform database and interface have been designed as well.(4)The implementation and application of smart government platform based on cloud workflow.When deployed in the system testing environment,G.CFlow platform implements related tests on the administrative approval and supervision management in the Water affairs where applies into multiple functions like application,authorization,control and monitoring in the government workflow.Finally,the analysis from the functional and performance testing confirms that the function is normal and the performance is good.The comparison of the results of application effectiveness verifies the correctness of G.CFlow.
