In recent years,community social organization has become an important way and carrier of social construction,which plays an important role in community management,integration of community resources,provision of public services and construction of a harmonious society.The development of urban community acts as the vanguard of community reform.Therefore,the attention and research on social organization in urban district is not only the need of community construction,but also the practical need of the transformation of government functions and the harmonious development of society.In general,the community social organizations in small and medium-sized cities throughout the country are still in a state of development,and there is also a general lag in development,a general lack of funds,a lack of professional personnel,and a lack of building capacity within social organizations.The problems of immature development mode and imperfect supervision and evaluation system are universal.This paper will take Chang Yi as an example to study the development of community social organization in small and medium-sized cities.Chang Yi city has the common characteristics of the development of small and medium-sized cities.This paper uses the method of case analysis to analyze the existence of local governments in the process of community social organization development from the actual situation of the development of community social organization in Chang Yi City.In this paper,the author analyzes the causes of the problems,and puts forward some suggestions for the development of the community social organizations in the small and medium cities of our country.This paper is divided into five chapters.The first chapter is the introduction,mainly introduces the background and significance of the thesis,research methods,domestic and foreign research review,for further research to provide basic information.The second chapter introduces the related concepts and theories.The related concepts include the definition of medium and small cities and the definitions of community social organizations and urban community social organizations.Relevant theories include governance theory,new public service theory and community development theory.The third chapter analyzes the overall situation of community social organization development in Chang Yi,and the results achieved in community governance.This paper analyzes the problems existing in the present stage,including the lack of independence of community social organizations,the lack of necessary activity funds,the non-standard internal construction,the small scale and single type of community organizations,theunstable management team and the low quality.Then,according to its predicament,the causes of its formation are deeply analyzed: the government’s position on community social organization is inaccurate,the government’s support is insufficient,the source of funds is single,the government lacks supervision over the community social organization,and the treatment of full-time staff is low.In the fourth chapter,according to the universal problem of developing community social organization in small and medium-sized cities in China,the author puts forward some suggestions on the development of community social organization in small and medium-sized cities from two aspects: government and community social organization.The government level is mainly to perfect the development mechanism,construct the contract cooperation mechanism,perfect the incubation base of community social organization,and establish the supervision and evaluation mechanism.Community social organization level includes strengthening the internal system construction,talent team building.
