China is a unified multi-ethnic country with 56 Ethnic Groups.Coordinated development among all ethnic groups make harmony and common prosperity.In order to protect the interests of all ethnic groups and coordinate the differences among different ethnic groups,China has established 155 ethnic autonomous areas.In addition,the central government has given the certain rights to various places.It is possible to introduce laws and regulations that suit the development of the region in light of the actual situation in the region so as to meet the local developing needs and promote the all-round coordination of political,economic,cultural,social,and ecological aspects in the region.The most important thing in the so-called "National Regional Autonomy" is the exercise of legislative autonomy.Inner Mongolia Autonomous Region was established on May 1,1947.As the earliest established autonomous region in China,compared with other ethnic autonomous areas,it has its own advanced nature in the process of ethnic legislation,but at the same time,there are also some problems.This paper takes the autonomy of Inner Mongolia Autonomous Region as an example and tries to use the relevant theories of national jurisprudence to conduct in-depth research and discussion on the legislative autonomy of the Autonomous Regional Autonomy in China.Through a deep analysis of the exercise of the legislative autonomy in Inner Mongolia Autonomous Region,this paper will identify problems and causes in the legislative process,and propose corresponding solutions.So as to providing more theoretical rigorous reference for legislative work of the other ethnic minority autonomous regions in China.The paper is divided into five parts.It summarizes the legislative autonomy of Inner Mongolia Autonomous Region.The first part mainly explains the background and significance of this paper's topic selection,and the related research status of this topic at home and abroad.The second part mainly explains the meaning,characteristics,attributes,and concrete contents of the legislative autonomy.The third part mainly talks about the development of the legislation of the national autonomous regional autonomy in our country.Among them,there are a total of 137 Autonomous Regulations,a total of 510 individual regulations,and a total of 89 supplementary regulations.The fourth part is a detailed analysis of the current autonomy regulations,separate regulations,and the development of supplementary regulations of Inner Mongolia Autonomous Region.Mainly by means of charts and other forms,the separate regulations issued by the three autonomous banners in the region are listed and analyzed in a targeted way.At the same time,a deep analysis of the difficulties in the development of autonomy regulations,individual regulations,and supplementary regulations is provided and explained.These are as follows: the lack of national autonomy,the inadequacy of the legislative supervision system of autonomy regulations,and the lack of legislative procedures;the single legislative body of single regulations,the narrow scope of individual regulations,and the lack of effective regulation of the implementation of single regulations;the research is weak,the formulation subject is not uniform,and the formulation content is limited.The fifth part base on what has been illustrated above,this study proposes corresponding suggestions for modification.Self-governing regulations should be made in accord with relevant laws.The government should make efforts to raise public awareness and regulating their thoughts by firmly building up and complementing right legal sense of self-governing district regulations.Effective supervision mechanism must be founded,and proper public participation system must be framed.Senses of autonomy in the national autonomy government department should be further strengthened.The local government can broaden the scope of legislation of specific regulations,and found thorough supervision mechanism.The government also needs to change and make perfect the makers of the regulations,and broaden the autonomous districts affected by the perfection of regulations.
