After the reform of the tax sharing system,projects of financial funds is becoming much more popular.The national finance allocates resources in the form of projects,and local governments rely on projects to make up for the financial gap.Leadership is one of the core elements of public project governance.The function of leadership plays an important role in project performance generation and reduction of project performance loss.The study of how leadership plays a role and affects performance in public project governance can provide a way to analyze the causes of loss of project performance and to a certain extent,it can make up for the shortage of leadership research in project governance.Performance Leadership is the concept of Leadership in PV-GPG Theory,it is more applicable to the research of leadership in public projects compared with the general leadership theory.Using the performance leadership analytical framework of PV-GPG theory,how the performance leadership plays the role and effect the performanceof in the process of public project governances is discussed.The research uses Gansu World Bank project as a case study,through semi-structured interview method with different levels of project management staff conducted in-depth interviews.In the data analysis stage,using the "three level coding method" to encode the interview materials,and get a result of 11 sub categories,4 main categories and 1 core category of "has not formed the collaborative leadership system".Based on the results of the encoding,it is found that the three levels of leadership of the World Bank project: the provincial project office,the coordination leading group and the local project office,all work in favor of strategic implementation and specific project construction.At the same time,there are also some problems in project governance.It includes that the main body of leadership has not reached a consensus of value,the project system arrangement is unreasonable,the incentive mechanism has not been established,the citizen participation mechanism has not been established,the effective conflict resolution mechanism has not been established,and the effective communication mechanism has not been established.Using the performance leadership framework to analyze the research results,it is concluded that in the World Bank project,the function of performance leadership is characterized by the lack of coordination among value leadership,vision leadership and effectiveness leadership,and there is no collaborative leadership system.The concrete performance is as follows: n the World Bank project,effectiveness leadership is playing function,value leadership function is insufficient and vision leadership function is insufficient.The conclusion can be obtained by popularizing the previous conclusion,which is in the governance of public project,there is a general phenomenon that the collaborative leadership system is not formed,which leads to the lack of performance leadership function and the loss of performance.And the lack of value-building process caused by the high position of leadership authority can explain this phenomenon.
