China’s five Tibetan diasporas are located in the northwest and the southwest border area with poor natural environmental and underdeveloped economy.However,Tibetan religious and Tibetan cultural are prosperous with the culture of Han in the secondary position.Because of the geopolitical factors and historical problems,the five provinces have long been the focus of infiltration,subversion,fragmentation and sabotage of the foreign cultural inside and outside the Tibetan territory.The stability of the Tibetan areas is essential to the stability of our country.With the rapid development of Internet,it’s changed the original information transmission pattern,which makes the network become an important platform to carry out the propaganda of violence,terrorism,and the infiltration of ideology.The essay consists of three parts: introduction,main content and conclusion.The introduction part studies the background,the current research,the existing problems,significance,content,the achievements,method of the research.The main contents are divided into four parts;the first is the definition and the theories such as illegal information,national psychology and "cross-cultural risk management" of Tibetan-related networks in five provinces.The second part introduces the general situation of illegal information activities of Tibetan-related networks in five provinces.Based on the typical case study of illegal information activities in Tibetan-related networks,the author analyzes the main factors of illegal information,including the Dalai Lama’s "exiled government",Western anti-China forces led by the United States,non-governmental organizations with ulterior motives,overseas returnees,and key temples of the Tibetan areas.The author analyzes the transmission ways,characteristics and negative defection of illegal information.The spread of illegal information has weakened nationality identification,affected nation’s unity,damaged the image of the country and shocked social stability.In the third part the author has studied the current situation of illegal information management of the five provinces,mainly analyzes the current situation of governance and the defects of measures.The last part puts forward the countermeasures and suggestions to govern the illegal information of Tibetan-related networks,which is the most crucial part of this essay.There are five measures,which are learning Tibetan traditional culture from all aspects,coordinating the interest of the ethnic areas,promoting Integration,building the Han-zang cultural community,Improving the ability local government to response to transmission information from the Internet.One is to use the theory of "cross-cultural risk management" to analyze the ethnic psychological problems of Tibetan people behind the illegal information dissemination and governance dilemma in five Tibetan provinces.The author puts forward the targeted management mode.Therefore,the "cross-cultural Risk Management theory" is used to study the psychology of the Tibetan people in the five provinces of China,and then the optimal strategies and measures for the illegal information governance of the Tibetan-related networks are proposed.
