Governance And The Harmonious Development Of Multi-ethnic Groups In The Tibetan Areas Of Yunnan Province

Yunnan Tibetan Area (YTA) is the key component of Chinese Tibetan Area (CTA), its political and social stability keeps the golden piece of the border safety of Southwest China. Tibetan Ethnic and the area they are living have been standing in the center of attention domestically and internationally since various reasons. Though there were extreme events ethnic splittism related happened in CTA such as'314'and monks self-burning, YTA maintains a fast-economic development and people's livelihood improvement. Other ethnic groups besides Tibetan living in this area share the outcome of socioeconomic growth, other religions besides Tibetan beliefs have their own space to develop. This social united practice and experience is worth researching.This study applied both literature review as well as field survey to comb through the history of YTA's governance; analysis the cause of ethnic melting in this area; study the measures, effects and challenges of YTA's governance as well as the unique phenomenon of multi-ethnics'mutual trust, interaction and amalgamation; explore the future direction, method and path to strengthen YTA's harmony development. This study agrees that the network-shape good governance is advanced than traditional social management and control; regional coordination is good for multi-ethnics' area development; the core target of good governance in YTA is adjust the relationship of ethnics and religions for social harmony. This study takes the innovation of good governance for better relationship among multi-ethnics in YTA as the guideline to conduct the research. There are five main contents of the research as following:Firstly, review the history of ethnic melting pattern in YTA. Understand the positive impact of ethnic melting for social harmony development in YTA through combing the Tibetan group Going Northwest migrant history, and their practice of cooperate with local indigenous groups.Secondly, analysis impact of various governance policies at different time duration after new China established. This study believed that the good governance in YTA is taking people's welfare development and social movement as goal, starting from promoting peoples' survival right and development right to ensuring peoples' involvement and participation in the legislation process. This study raise the best practice of YTA's governance based on the lesson learnt while the foundation of these practice inherited the teaching of Chinese Communism social governance as well as ethnic culture and tradition.Thirdly, study the unique characteristics of ethnic melting phenomenon in YTA. Author believed that there is strong tie between governance and ethnic groups harmony development. If the research ignored the relationship of ethnic groups, it will fall in the trap of lacking governance body, lead the research to the dead-end of meaningless If good governance is absent from the social movement, the harmony development of the multi-ethnic will fail.Fourthly, this study will confront the new challenges of governance in YTA which can be summarized as three conflicts. They are the conflict between historic progress and historic development gap; the conflict between social stability and splittism; the conflict between social development and low governance capacity. The study will explore the long-term governance and development strategy of YTA based on the measures of solving three main challenges which are international interferes, unbalanced development in YTA and conflicts in new time-being.Lastly, this study discusses the issues of good governance and multi-ethnic development in YTA. It is going to point out that while governance and multi-ethnic harmony happening, the mindset innovation should carry on.1) it should encourage the multi-stakeholders'governance instead of government solo control; 2) it should encourage to apply the ethnic value in the governance process to solve the ethnic issues; 3) it should break down the binary opposition of government and society to open mind for leaping development; 4) it should encourage to innovate the management of religion for better adaption of religion activities and modern social development; 5) it should encourage the balanced development for whole society to facilitate the harmony development.
