The Study On The Problems And Countermeasures Of Township People's Congress Participating Administration Of Rural Areas In Southern Xinjiang

The problem of rural governance in the south of Xinjiang is related to the social stability and long-term stability of Xinjiang.At present,due to the influence of regulatory thinking and counter-terrorism situation,by strengthening the administrative power to strictly control the stable development,on the one hand,pay attention to promoting the administrative order but ignoring the role of the people in the Southern Rural Governance and the dominant position of the main body,so appear “the government strengthen the organization,weakening the masses down ";on the other hand,to highlight the" rigid means" lasting response to counter-terrorism situation,ignore economic,social,political neglect,the integrated use of cultural and other means,the balance between stability,development,management and governance has lost.How to solve the prominent contradictions in the rural governance in the southern Xinjiang,and to explore a path of social stability and long-term stability is particularly urgent and important.In this situation,this article takes the Township People's Congress in southern rural governance as the research object,adopting the research method of function analysis,using of Governance Theory and Participatory Governance Theory to analyse the role,duties,perspective and status quo of the Township People's Congress in the southern rural governance.It is not clear about the governance function of the Township People's Congress in the rural governance of Southern Xinjiang,and there is a lack of theoretical governance in governance,lack of governance system extension and construction,and the fact that the popularization and upgrading of governance capacity is not in place.Therefore,verify the rationality,legitimacy,urgency and importance of the participation of the Township People's Congress in the rural governance of the southern Xinjiang in the demonstration;explore the path of the Township People's Congress as the representative organ of the people to promote the rural governance in southern Xinjiang in the analysis;then put forward four countermeasures and suggestions for the Township People's Congress to promote the rural governance in the southern Xinjiang: the first is to correctly understand the governance functions of the township people's congress in the rural governance in southern Xinjiang;the second is to give full play to the functions of the township people's congress in rural governance in southern Xinjiang;the third is to promote the system of township people's congresses participating in the rural governance in southern Xinjiang;the fourth is to ability to participate in rural governance in southern Xinjiang.Through the research on the problems and Countermeasures of the Township People's Congress participating in the rural governance in the southern Xinjiang,the concept of the Township People's Congress to participate in the rural governance in southern Xinjiang is further clarified,the legitimacy of the Township People's Congress to participate in the rural governance in the southern Xinjiang and the feasibility of the rural people's Congress has been strengthened,and the new path for the governance of the Township People's Congress is explored in theory and practice for the rural governance in southern Xinjiang.
