Research On The Problems And Countermeasures In The Practice Of Township Governance Under The Background Of The Modernization Of National Governance

The Third Plenary Session of the 18 th CPC Central Committee have clearly defined the improvement and development of the socialist system with Chinese characteristics,the promotion of the state governance system and the modernization of governance capabilities as the overall goal of comprehensively deepening reforms.The reform of government functions,the reform of administrative management system,and the reform of social organizations at all levels are all concrete practices under the framework of this goal at present.The modernization of governance has placed higher demands on the government and society.Township governance is an important part of state governance.As the most basic political organization,townships and towns are connected to the most extensive people.Their ability and level of governance largely reflect the level of state governance capacity.Under the background of national governance modernization,it is of great practical significance to explore and study the problems existing in the practice of township governance and to explore and improve countermeasures to promote the modernization of the national governance system and governance capacity.The paper concludes that the requirements of modernization of state governance for the current township governance include: strengthening party leadership,transforming the functions of township governments,improving the management capacity and service level of township governments,and fully respecting society.Taking T town as an example,it can be seen At present,township governance faces many new tasks,resulting in inadequate supply of basic public services,imbalance,lack of communication between governance entities,inadequate governance mechanisms and public service provision,and unrealistic work styles of township public servants.The main source lies in the backwardness of the concept of governance,the unclear responsibilities of different levels of government,the congenital shortage of other governance subjects,the unsound management of township public servants,and the imperfect incentive mechanism.This is based on the new public management theory and the overall governance theory.The analysis proposes countermeasures and suggestions to promote the improvement of township governance from the aspects of transforming the functions of township governments,establishing a flat and efficient management system,improving the legalization level of township governance,promoting the use of scientific governance methods,and improving the quality of public officials.This paper includes five parts: the first part is an introduction,mainly including the background of the topic,research significance,research status at home and abroad,research ideas,research methods and introduction of research samples;the second part is the definition and theoretical interpretation,mainly including the definition of the concepts of national governance modernization and township governance,as well as the interpretation of the new public management theory and the overall governance theory;the third part is the analysis of the current situation of township governance,which mainly summarizes the progress of governance in T Town from the aspects of grass-roots party construction,reform of township government management system and development of other subjects;the fourth part is the analysis of the main problems and causes in the governance of T town;the last part is the countermeasures and suggestions to promote the modernization of township governance.
