Study On Construction And Application Of Indexes System Of Sustainable Development

"Sustainable Development", as the human being's profundity and necessary introspection and knowledge in the long-term practice, is one of the focuses faced by the whole globe in the 21st century. It has been accepted by the international society and many national governments. China takes "Sustainable Development" as the basic stratagem, and building some experimental Areas is one of China's stratagemical acts. Therefore a suit of scientific and feasible indexes system is needed in accordance with the experiment Areas.This dissertation is the achievements of the preceding theory and experimental study for the author to bear and accomplish the soft-science item set by the National Science and Technology Department, Study of the Evaluating Indexes System for National Sustainable Developmental Experimental Areas.This dissertation is divided into 7 chapters. The first chapter is introduction. Base on introducing the background of selecting this topic and reviewing how to seek the indexes system for evaluating sustainable development, Chapter 1 defines the topic for discussion and the lines of study, sums up the main new ideas.Chapter 2 particularly studies the external course of advancing the indexes systems for evaluating sustainable development, and introduces the basic types of the indexes systems, especially the division base on the international-national level. The external indexes systems and evaluating methods have also been summarized and analyzed in this chapter. Chapter 3 gives the internal indexes systems and evaluating methods systems analysis according to four levels nation-province-region/department-town. Base on comparing the internal with the external, this dissertation tries to find the main problems of internal indexes systems and advances the thought of constructing scientific and maneuverability indexes system.Chapter 4 thoroughly studies American practice which is excellent in the field of building indexes systems. We explore how America constructs indexes system on nation-state-regional town/community level and how American process, work characteristic and the simple indexes system inspire us. "Oregon Norm" and "Sustainable Seattle" unveil us what is "Simple and Clear". "The populace participates abroad and voluntarily" is the root to ensure the indexes system scientific and feasible.Chapter 5 studies how China constructs indexes system to evaluate cities sustainable development from two angles. One angle is using Economics theory and Modernization theory to analyze the profound problems and error difficult to distinguish in the achievements. A different conclusion is drawn that Gini Coefficient and Engel Coefficient are unfit to directly evaluate sustainable development. The other angle is that we construct a time series indexes system, which evaluates sustainable development in the model of two level & seven dimension. At the same time we also demonstrate it by evaluating Tianjin sustainable development.Chapter 6, which is the important point, studies how to evaluate the national sustainable development experimental areas. In order to be scientific and feasible we first design the investigation questionnaire. The outcome shows we need evaluate experimental areas not only their development but also demonstration effect. Therefore we design the indexes system according to the analysis outcome of questionnaire, use Principal Components Analysis Method and AHP Method to evaluate the national experimental areas' development, and select fit objects to evaluate their demonstration effect by Hamming Distance.Finally we evaluate and rank eight national experimental areas, and compare Zhengding County with no-experimental areas Wuji County to evaluate the demonstration effect.Chapter 7 is the conclusions and prospect of the whole dissertation.
