Research On The Construction Of Rule Of Law Culture In Grassroots Procuratorial Organs

Level of the rule of law culture construction is a critical symbol to measure the development level of legality of a country.Under strategic blueprint background of the “Four Comprehensives”,the rule of law has been promoted to an overall strategic perspective.Grassroots procuratorial organs,legal supervision organs in China,are the critical part in the construction of society governed by law as well as significant object in the culture of the rule of law construction of China.On the basis of practical situations of the culture of rule of law construction by grassroots procuratorial organs in China,the paper researched the construction course under the guidance of theory of Marxism rule of law culture.Additionally,concepts related to the rule of law culture construction by grassroots procuratorial organs in China were defined in the paper.Then the relationship between the prosecution culture and the culture of procuratorial rule of law was elaborated in this paper,furthermore the characters and major contents of the culture of rule of law construction by the grassroots procuratorial organs were generalized.Theory of Marxism rule of law culture laid a foundation for the culture of rule of law construction by the grassroots procuratorial organs,indicated its directions and provided with solution frameworks.The paper,with empirical analysis method adopted,dissected the status quo of the culture of rule of law construction by grassroots procuratorial organs in China.It was concluded that,in despite of some achievements regarding rule of law culture construction,there are several problems as for the vague cognition of rule of law culture,ignorance of spiritual cultivation,lack of feature,etc.Primary causes for these problems include external factors like negative effect of the traditional rule of law culture and internal factors like the poor implementations,deficient initiatives of the grassroots procuratorial personnel.In order to solve the above mentioned problems,it is necessary to stress the theoretical research and legal spirit cultivation of grassroots procuratorial organs so as to play procuratorial personnel's dominant roles in rule of law culture construction under the guidance of Marxist theory based on both theory and practice.Furthermore,regarding the culture of rule of law construction of grassroots procuratorial organs,it is critical to make perfection more perfect so as to promote its quality and demonstrate its characters.
