Case Study On Promoting Community Governance Innovation By Mechanism Reform In Qingyang District Of Chengdu City

It is a new exploration to promote the innovation of urban community governance by mechanism reform in Qingyang District under the background of the new pattern of social management combined with its own reality and relevant experience.In recent years,Qingyang District has focused on strengthening democratic consultation at the grass-roots level,increasing the efficiency of the community,and optimizing community resources.It has deepened the autonomy of the courtyard,advanced professional services,established community funds,upgraded the level of community informatization,strived to promote the development of community governance with diversification,multimode and multiagent,constantly stimulated endogenous power,and enhanced the vitality of participation,It also has made a positive exploration in solving the problems of "imbalance of politics and society," "lack of participation" and "lack of stamina" in community governance,fully activated first trial of micro-governance,and led the development direction of community construction.A number of theories and practical innovation success have been launched.In 2015,Qingyang District was recognized by the Ministry of Civil Affairs as the national experimental area of community governance and service innovation,which opened up a new situation of community governance.This paper is devoted to the systematic research on the mechanism reform to promote the innovation of urban community governance in Qingyang District,which is divided into eight chapters.Chapter 1 is introduction.It mainly introduces the background and significance of the topic,the definition of community governance,the current situation of research at home and abroad,the supporting theory of the research,the research methods and significance.Chapter 2 analyzes the background and present situation of community governance in China,and analyzes the existing problems in community governance in various regions,and then combs the main methods of mechanism innovation for community governance in Qingyang District.Its reference value and significance for current community governance and other similar areas are obtained.Chapter 3 introduces the basic situation of urban community governance in Qingyang District,the innovative methods in community governance mechanism and the achievements.In the paper Chapter 4,5 and 6 separately analyzes the partyconstruction leading mechanism,the "non-administration" mechanism and the social organization service mechanism in the community governance one by one.Then the enlightenment of the work at different levels is obtained.Chapter 7 On the reform of urban community governance mechanism in Qingyang District,the paper puts forward the following countermeasures and suggestions on three aspects: Highlight the institutionalization and standardization and set up scientifically the governance system of community development;Cultivate and develop community social organization,and improve the level of community construction;Enrich the carrier of governance and improve the system of community governance.Chapter 8 Through the theoretical and practical analysis of the mechanism reform to promote the innovation of urban community governance in Qingyang District,it comes to the conclusion of this paper.In this paper,the case study on the innovation of urban community governance promoted by mechanism reform in Qingyang District is not only a simple summary of the innovative practices,but also a study on community governance from the level of innovative system and mechanism.It emphasizes more on the theoretical and practical value of Qingyang District to the community governance.The article hopes that these studies will provide reference for the same type of community governance.
