Case Study On "121" System Construction Of Innovative Community Governance In Qingyang District Of Chengdu City

Community is the basic unit of social life,and community governance is an important aspect of social governance.Innovation in community governance is of great significance to the modernization of national governance capacity.In 2017,the opinions on strengthening and improving urban and rural community governance issued by the CPC Central Committee and the State Council ushered in a new era of comprehensive urban and rural community governance,which greatly promoted the construction of a new system of community governance.With the innovation and change of social governance concept,China has made remarkable achievements in community governance,but there are still some problems,such as unclear government function positioning,low participation of residents,and multiple needs can not be effectively met.In recent years,various parts of the country have actively explored the innovation of community development governance system and mechanism.Qingyang District,as one of the "national community governance and service innovation pilot areas" determined by the Ministry of civil affairs,has boldly explored and innovated in community governance,initially forming a "121" Community Governance system with "one core,two stations and one center" as the main content.From the perspective of promoting the innovation of community governance and enhancing the residents' sense of gain and well-being,this paper analyzes the system construction and innovative measures of Community Development Governance in Qingyang District.Through the field investigation and typical case study,summarizes and refines the practices and experiences of Qingyang District in improving the community governance system,promoting the multi governance of the community and improving the community service ability.In order to provide reference and basis for other areas of the country to promote the innovation of community governance,this paper puts forward some suggestions on how to reduce the structural burden,integrate resources effectively and promote the positive interaction of multiple subjects in community governance.The article consists of seven chapters: the first chapter is the introduction,which puts forward the background and significance of the case selection,the research status at home and abroad,research ideas and methods;the second chapter is the case description,which mainly introduces the main methods and achievements of innovation community governance in Qingyang District;the third to fifth chapters are the case analysis,which respectively introduces the "one core leading" "two stations service" and "one center" of innovation community governance in Qingyang District are systematically analyzed one by one;the sixth chapter puts forward the path exploration of community governance to do well in reducing burden,the effective integration of community resources and promoting the positive interaction of multiple subjects;the seventh chapter draws the conclusion of this paper.
