| In the process of securing a decisive victory in building a moderately prosperous society in all respects,eco-migration is critical in shortening the gap between urban and rural areas,breaking the urban-rural dual structure and developing new ways of famer's life.Eco-migration plays an important role in implementing the five-sphere integrated plan,winning the battle against poverty,safeguarding social stability and enhancing sustainable development.In China,the causes,objectives,and economic strength of eco-migration in different regions are different,resulting in different ways of adopting ecological resettlement.Longquanyi District of Chengdu,as a typical demonstration area for ecological migration,draws on the successful practices of other cities,and fully utilizes the thinking and methods of coordinated reforms.In addition,Longquanyi District and implements the Land-use Policy of "Increasing Vs.Decreasing Balance",which radically changed the way of life.The eco-migration policy achieved remarkable results and is fully affirmed by the central government.The case study introduces the Longquanyi District's goal of grabbing the chance of establishing Tianfu New District and National Economic and Technological Development Zone,supplemented by literature review and analogy reasoning from the perspective of public administration.The research collects and analyzes results about eco-migration from domestic and foreign resources including the principles and efficiency of public expenditures,implementation of public policies and relative measures.Based on the comprehensive and comparative analysis,the characteristics and laws of this case are effectively explored,so as to understand the nature of the public administration,and to provide lessons and enlightenment for other regions.The research focuses on the resettlement of eco-migration of Zhimadian Village in Longquanyi District,then analyzes the problems from public administration perspective.Through typical analysis,it fully shows how Zhimadian Village fully interprets the eco-migration policy.Under the premise of taking full advantage of the rules of democratic deliberation,social conflicts can be resolved.The resources of all parties could be effectively utilized,duties are well performed,and regulations are clearly interpreted.Results from society,government and individuals are introduced respectively,so the conclusion should be: regulations and legislations lay a solid foundation for eco-migration,cooperation supports the implementation of relative policies,and supervision serves as a significant measure.In addition,follow-up support services such as educational guidance,skill training,entertaining activities,volunteer services,would promote the sustainable development of eco-migration,which is significant for the implementation of resettlement throughout the country. |
