The Chinese Immigration Governance:A Public Policy Research

Today, the international immigrants are more than ever before, and will increase in the foreseeable future. They are closely tied with other important global issues including development, poverty and human rights. They also tend to be the most entrepreneurial and the most dynamic members of a society. Therefore, the issue of international migration would exert great influence on the political, economic, cultural and other aspects of a country. In the meantime, the immigration policy of a country is a crucial factor in determining the development and management of the international migration, and it has significance meaning of China itself.Based on the history, the present situation and related causes of the international immigration of China, this paper would explain the existing problems in the immigrant law by analyzing the current Exit and Entry Administration Law of the People’s Republic of China. The paper would classify and summarize the goals and bases of the policy, and the optional schemes, by attempting to plan the policy of the management of international immigration. On the conceptual level, the paper would plan to protect the immigrants through international cooperation; On the policy level, the paper would propose to improve the laws and regulations of the immigration management; On the structural level, the paper would support the government to work as a meta agent to absorb the strength from the society to participate in the formation of a cooperative community; On the cultural level, the paper would expect the promotion of cultural exchange through the development of immigration; on the institutional level, the paper would first call for the perfection of China’s international migration management institutions, in order to prepare for effective supervision and regulation of current laws and regulations of the international immigration. Besides, the paper would propose to establish standardized management, and to give priority to the dual work of management and service providing, which has gradually substituted the management oriented pattern in the frontier inspection, hence the enhancing of the service awareness. Still, the paper would call for more efforts in the research of the legislation of alien population, the acceleration of legislation process, and the strengthening of implementation. The paper would also provide suggestions for the improvement of the stipulation of policies of China’s international immigration management.With the further development of globalization, it becomes more and more evident that China would engage in the moving and expanding its migrants in the world. Therefore, the management of international immigration would be more crucial and urgent in the future. It would be the aim that represents the integral and communal interest of the human beings that China collaborates with other countries and international immigration organizations to take on the monumental task to create a normal and orderly migration flow, and to gradually improve the governance system. It is necessary to realize and resolve problems and to formulate policies based on the present situation of China, and to guide and attract outstanding people to return or to fully develop themselves in China.China’s international immigration government is a dynamic policy. Based on its own national conditions, China needs to adopt immigration policies of its own characteristics and which are favorable to national development. Consequently, it is necessary to a country and region to establish an immigration management system with effective selection capabilities. Its purpose is to achieve a two-way flow and share immigrant dividends. The purposes of the study are to resolve sector barriers and improve legislation, to lay down quota and categories for talent introduction and establish evaluation systems to specify the conditions of skilled worker immigration, to improve the mechanism of computerization and data sharing to enhance the immigration development and cultural exchange, and to safeguard the basic human rights of Chinese and foreign civilians while they entering and leaving China.
