Business card is a modern payment and settlement tool,is an important means of government departments to complete the payment.Business card has the advantages of convenient carrying,easy to use,and the most important is to have higher consumer transparency,all public spending can be carried out by the official card settlement,reimbursement,query,which will effectively prevent acts of corruption,meanwhile,it also can strengthen the government departments and institutions of financial management.And it can be combined with the major banks to promote the all-round development of the domestic electronic payment industry.So the development of credit card will become Chinese government's future financial management means.Currently there isn't a unified business card network system,So the government institutions can use the business card information management system to assist business card management,which can greatly improve the efficiency of business card and financial management of business card.This paper uses the implementation of business card as the research background,and sets P Municipal Public Security Bureau business card issuance and use as the research object,finds the problems in the use and management of business card of P Municipal Public Security Bureau,and analyzes the necessity of using business card information management system in Municipal Public Security Bureau.This paper will use a large number of theories of information management system,based on the actual situation of Municipal Public Security Bureau business card management,analyze the needs of Municipal Public Security Bureau business card information system,design a set of scientific and effective business card management information system for Municipal Public Security Bureau to enhance the safety and efficiency of Municipal Public Security Bureau business card use and financial management.The business card was officially launched the pilot in 2007,but because of the limited number of cooperation banks,it developed slowly.Since the beginning of 2011,the country vigorously carry out anti-corruption work,and as the business card can effectively suppress the corruption,it began to promote widely.At the same time Municipal Public Security Bureau formally implemented to use business cards and promulgated the relevant management policies.But in the process of using business card,there are many problems,including the basic data management is complex,public consumption could not be effectively supervised and effective query,post-consumer reimbursement can't be reminder and so on.These problems bring trouble to the use of business card,not only did not play a supervisory for official consumption,nor improve the efficiency of the financial management,but brings more complicated management process for Municipal Public Security Bureau business consumption.By use of advanced management information system theory and method law the author helps Municipal Public Security Bureau to analysis and design the business card information management system,lay a scientific foundation for information system development and utilization,and also can greatly enhance the efficiency of the use of business card to play the role of anti-corruption.
