A Study On The Causes And Countermeasures Of Citizen's Political Participation

Since the reform and opening up,along with the economic and political system reform,the political participation activities of Chinese citizens are becoming more and more active,and the interests of various class and social communities have gradually formed a pluralistic pattern.However,with the increasingly active political participation of citizens,it is a negative impediment to the development of socialist democracy in our country by the issue of political participation indifference.On the basis of summing up synthetically the concept,characteristics,types and causes of apathy of political participation,this paper proceeds from the theory of state-social relations and makes a general analysis of the apathy of political participation.Trying to explore a new type of governance strategy of socialized and political ethic,to reconcile the relationship between state and society,to consolidate the institutionalization and legalization of the state's political participation with ethics and morality,so as to dispel the apathy of Chinese citizens' political participation and promote the socialist vision with Chinese characteristics where a new situation of modern democratic development in which citizens are participating in politics orderly and actively.Using the literature research method and the historical research method,this paper makes a general analysis of the problem of Chinese citizens' apathy from the aspects of concept definition,present situation,cause analysis and exploration of governance strategy,and draws the following conclusions: First,the indifference of the political participation is that citizens have internal indifference to the political participation behavior that exerts influence on the political activities of the country in a certain way.If this indifference psychology turns into an indifference to political participation,it is realistic.Political participation is indifferent;if it fails to externalize indifference to political participation,it is implicit political participation and indifference.Beside,from the perspective of state-society relations,the fundamental cause of the indifference of political participation of our country's citizens is the contradiction between the state and social relations: that's to say,the indifference ofpolitical participation showed by citizens expresses their indifference,dissatisfaction and fear to the imperfect political participation system under the existing social environment.Finally,starting from dissolving the contradiction between the state and social relations,the solution to the apathy of the political participation of our citizens is to build a new type of state-society relationship,aiming to use ethical and moral norms to reconcile the state-society relationship and consolidate the institutionalization and legalization establishment of national political participation so that it can fully mobilize citizens' enthusiasm for political participation.
