The CPC Central Committee and the State Council held the national talent work conference in 2003 since the founding of new China, where it proposed a new century and new stage talent strategy. In the course of our huge human resources country changing into the power human resources country, the high-end talent plays a key role in deciding the outcome of success or failure. The high-end talent is an important driving force for social progress and civilization, people's prosperity and happiness, national prosperity and a very important fact for contemporary comprehensive national competition. It is also the first resource of Chinese economic and social development. So, from the perspective of the internal management of colleges and universities, this article makes a systematical study using the literature research, the case study and the mathematical statistical method. With the example of Liaoning province's two research universities-Northeastern University and Dalian University of Technology, we take a case study on the constriction of research universities' high-end talent in order to provide reference countermeasures and suggestions for other research universities' high-end talent constriction.This article is divided into five parts:The first chapter primarily elaborates the purpose and significance of this study sorting out and summarizing the existing research; The second chapter introduces research universities' high-end talent researching its connotation of the concept, theoretical foundation, guiding significance and measurable indicator and standard; The third chapter taking Liaoning Province for example makes a case study on the status of research universities' high-end talent constriction to point out the problems and causes of the problem; The chapter ? takes suggestions to improve and strengthen research universities' high-end talent constriction; The chapter ? is the concluding part of this study and the research's inadequacy.The main innovation lies in:First, from the perspective of the internal management of colleges and universities, the topics angle bases on academic frontier exploring Liaoning province research universities' high-end talent constriction. Secondly, on the basis of defining the connotation of research universities' high-end talent and taking human capital theory and human pyramid theory as an important theoretical basis of this study, the article explores the current situation of Liaoning province research universities' high-end talent constriction and provides suggestions for Liaoning province research universities' High-end talent constriction, which reflect the innovation of the content. Finally, using the case analysis method and taking a case study on Liaoning Province research universities achieves the innovation of research methods.
