Nowadays human resources have become the most important strategic resources all over the world. According to the development of international and domestic situation, the CPC Central Committee made "the human resources is the primary resource" judgment, and also put forward the principle of this strategy.In the current situation rural professional and technical personnel development and utilization of human resources has great significance and also play an important role. Parts of the country for regional agricultural economic development faced by the problem of talent has taken many effective solutions, in one of which Zhuanghe has find an efficient way. Based on local realities Zhuanghe accelerate the development and opening up, put forward the implementation of the construction works of the young talent team, providing a talent pool and intellectual support for the whole development, which is in order to promote the North Yellow Sea region of modern eco-center urban construction.This paper take the Zhuanghe City rural professional and technical personnel resources as a research topic, by conducting lots of questionnaires, and also analyzing rural professional and technical personnel development status such as low personnel density, unreasonable personnel distribution, difficulties in personnel training, the serious loss of human resources and so on, in order to restrict the construction of Zhuanghe City. Then summarize the rural professional and technical personnel personnel factors for the current summary of Zhuanghe, such as slow progress of conceptions, lack attention of personnel training and organizational management, inefficient incentives, and also underdevelopment environment for rural professional and technical personnel.In further this paper also research rural professional and technical personnel resources development issues, explore the appropriate countermeasures starting from the long-term mechanism for the establishment of rural professional and technical personnel talent development. To begin with, establish and improve the development of mechanisms for rural professional and technical personnel. Second, fully develop the whole building of consociation and safeguard mechanism. Last but not the least, establish and develop a comprehensive incubation mechanism. Those efforts above would probably provide some reference and appropriate cases for reference as a strategy support.
