Therefore, the competition of comprehensive national power can be regarded as the competition of talents. The subject of research on talents resources has become more and more important.Shan xi Province has long been know as "The Province of science and education". Contrary to this, its economic power ranks only mid-lower level in our country. What about its situation of professional talents? Based on sufficient investigation and argumentation this article makes use of analogy and analysis and gives a brief account of the situation of professional talents in Shan xi province. Following this the article finds out the factor that restricts the construction of our group of professional talents.
