Abstract/Summary:
Teacher quality has been the focus of teacher education reform.Teacher quality plays an important role in the whole national education.Since the 1980 s, the federal government has been committed to teacher education reform,and gradually turn the focus to improving the quality of teachers. Teacher Advancement Program(TAP) is one of the teacher quality reform plans, has developed into the important measure of American primary and secondary school teachers quality improvement. The TAP aims to attract good teachers engaging in education career, developing, motivating and cultivating high quality teachers. Most states have implemented the plan. In this paper, It plans to expand the topics deeply, and emphatically discuss the implementations of the plan in order to provide a wide range of references to enhance the quality of teachers in primary and secondary schools. The thesis is divided into five chapters.First, the introduction clarifies the reasons to study, and overviews the situation of the teachers advancement program in domestic and foreign. The core concepts involved in the thesis are defined. The research ideas and research methods are briefly introduced.Chapter I introduced the background and history of the American Teacher Quality reforms. From a macro perspective of American teachers look, The chapter I tries to find historical reasons of implementing the plan, and then analyzes the process of Teacher Quality reforms.Chapter II overviews the TAP, introduces the background and implementation of the TAP program and analyzes the core of TAP program.Chapter III elaborates the measures and steps of implementation. Some cases were analyzed to explain the four measures, and then described the close links between the four measures.Chapter IV examines the safeguards of the implementing TAP from several aspects, such as support from policy, organizational groups, funding and supporters. From the perspective of students, teachers and schools, It explains the effectiveness of the implementation of the plan.In the last chapter, It returns to our primary and secondary schools. Learn from the useful experience of the plan, apply proposals to improve the quality of teacher in our country.
