The most important thing for education is the quality of teachers. The construction of teachers group is the most important for education development. The State Council issued"Opinions on Strengthening the Construction of Teachers" in 2012, To 2020, we will achieve a group professional teachers with a noble morality, business skills, reasonable structure,high-quality and full of vitality. Chaoshan area has always been relatively weak in education.By investigating junior high school English teachers' quality of Chaoshan area, I trying explore problems of teachers quality in Chaoshan area. I used the methods of checking literature and questionnaire,according to the three Dimensions theory (input dimension,process dimension, the result dimension) of teachers' quality and the theory of quality evaluation standard of six indicators, including the number of teachers, teachers structure,evaluation of teachers' occupation morality, teaching process evaluation index, teacher professional development, teachers' social and economic status index.I used SPSS to analyze these data. The analysis found the following problems: unbalanced allocation of teachers; age and title structure is not stable,;gender imbalance;effectiveness problems of teacher training;the welfare system especially the performance wage system is not perfect. I puts forward several countermeasures and suggestions for these problems, including the establishment of a flexible distribution system of teachers, improve the professional title of teachers, stabilize gender structure, improve the system of vocational teachers' training,improve the performance wage system.
