With the continuous deepening of economic and social development, the rapid expansion of the scale of Vocational Education in Xinjiang, especially in the first central Xinjiang work forum held in the country, with the strong support of the Xinjiang autonomous region of vocational education has made important progress. In recent years, the economic and social development, industrial structure adjustment and upgrading of Xinjiang autonomous region, the development of vocational education as an economic development, promote employment, improve people's livelihood, and maintain the stability of the important measures, and earnestly do a good job in vocational education, and achieved outstanding results. In the course of rapid development of vocational colleges, the number of teachers in the system is increasing steadily, but the teachers are still insufficient. Therefore, vocational colleges should employ a considerable number of teachers, professional and technical personnel to ensure good teaching order, so as to improve the teaching quality and teaching effect.In the development of Vocational Colleges in Mongolia, Bayinguoleng Autonomous Prefecture, the talent demand has been plagued by the development of Vocational Education in Bazhou, the shortage of teachers, the preparation of the workload of teachers, and failed to implement the same post with the same staff, the same work with the same remuneration policy, and the difference in the teaching effectiveness of teachers, and some problems. In this paper, the actual situation of Vocational Colleges in Bazhou, using the empirical analysis method, first introduced domestic and foreign about the status quo of the study of employment of teachers, and secondly, the Bazhou system to recruit teachers and the existing problems were analyzed, the Bazhou vocational colleges and universities to recruit teachers and the internal employment of teachers, teaching task is not balanced, so that the preparation of external employment of teachers. Thirdly, it analyzes the restricting factors of the reform of the income distribution of the teachers in Bazhou vocational colleges, and these factors affect the normal use of the system of the teachers' income. Finally, it puts forward the Countermeasures of Bazhou vocational colleges and universities to pay the income distribution of teachers. The specific measures are as follows: to promote the reform of the management system in Bazhou vocational colleges, formulate the corresponding measures to improve the performance management, improve the supporting measures and auxiliary mechanism.
