Labor dispatch originally took place in the 1920 s in the United States, and gradually grew into an important emerging industry in the labor market in many developed countries. At the end of 1970 s, labor dispatch entered into China, and developed rapidly in recent years. According to the statistics, at present, there are almost 37 million dispatched workers in China, accounting for 13.1 percent of the whole worker population, much higher than such developed countries as United States, Japan, Britain and France.Undoubtedly, labor dispatch, a type of new labor mode bridging different labor markets, is an all-win model allocating labor for the three parties concerned. However, some negative phenomena are also widespread in the employment market, for example, abusing dispatched labor and impairing their legal rights and interests. Rampant development, lack of standards, as well as impotence of management and regulation have become the main problems in the labor dispatch market. Problems including neglect of rights and interests, lack of belonging sense and grinding psychological pressure reflected in dispatched labors have to be solved as soon as possible. Therefore, normalizing labor dispatch market and safeguarding the legal rights and interests of dispatched workers,is a top priority for the government management.Shandong, as a main labor-exporting province with its large population, has witnessed a rapid development of labor dispatch in past decades. According to the statistics of Shandong Provincial Human Resources and Social Security, as of the end of 2014, in Shandong there are 1173 licensed labor dispatching companies, 15520 companies employing dispatched workers, and 460000 dispatched workers as a total.How to perform the function of government management is significant in theoretical and practical sense, that is, on one hand, government management should correct and reduce the negative effect of labor dispatch, ensuring the standardization of labor dispatch development; on the other hand, it should also prevent the excessive intervention of government in the market, avoiding the offside of government power.Referring to the current research achievements on labor dispatch and government management, this article, with Shandong province-administered enterprises as subjects, in the form of questionnaire and interview, comprehensively learns status quo of labor dispatch and government management in Shandong province-administered enterprises, summarizes the non-standardizes features reflected in labor dispatch development, and makes an analysis of what restraining the standardized development of labor dispatch. Based on the experiences of the government management in labor dispatch at home and abroad, this article can put forward some scientific and reasonable measures and proposals specific to how the government standardize labor dispatch development, which is conducive to create an all-win situation for employment unit, labor dispatch unit and dispatched workers themselves.
