With the rapid development of market economy in our country, In order to further deepen the reform of the institution and personnel system in our country, our country developed a variety of appropriate policies and established a modern market economy to adapt to the needs of institutions and their own characteristics of the personnel management system from the market point of view.As a representative of institutions, colleges has been also effected by the development trend of the enterprise. Especially in the personnel system reform and development. In this paper, the research mainly includes the labor dispatch staff management problem: 1. The article selected topic background, research significance and research content are introduced, defining the related concepts and theories, through the literature analysis method, with the labor dispatching way hire employees outside the compiled this problem of the research status at home and abroad. 2. Case analysis part, based on the Z university as an example,through case analysis, study the issue of Z hire labor dispatch staff in colleges and universities. And in the form of interview, to analysis of the reasons and the characteristics of the labor dispatching employees. Thus analysis the various of problems. 3. Conclusion. Put forward relevant policy suggestions to solve the problems above.Comparing staff to compose employees, there is a big gap between them. They are also not taken into account in the organs and institutions of wages and pension insurance system reform. They did not get the same treatment as the staff in the work, colleges and universities do not have enough management and attention to them which causing them from the psychological to produce a certain gap and dissatisfaction. These reasons led to the chaos of labor dispatch in China's colleges and universities,various problems are endless which affecting the stable development of colleges seriously.This article takes optimization dispatching staff management in colleges and universities, meet their personal needs, improve their working enthusiasm and efficiency of this view. Put forward the corresponding policy recommendations. From the perspective of law, our country should perfect labor dispatch relevant laws and regulations, send the company rules and constraints, to ensure the basic interests of the labor dispatch staff. From the perspective of management, colleges should increase the matching fund to improve the labor dispatching employee compensation and benefits, meet the needs of labor dispatch staff. From the Angle of the system, to whom reached a certain age and work performance appraisal outstanding and the employee should give the opportunities to become the formal establishment. Which has important guiding significance for promoting the stable development of education in colleges and universities.
