Vocational college education is influenced and restricted by factors as society, economy, culture and human resource. Regional industrial structure adjustment and technology advancement is very important for vocational education structure adjustment and reforms. At present, our social economy is in the process of transformation,and our party raised out concept as "be persistent in the path of new industrialization, informatization, urbanization, and agriculture modernization, promoting them synchronous development"which provide new opportunity to high vocational education development, raising out further requirements to our talents cultivation as well. There are three bodies as teachers, management staffs, handymen that become human resource system of higher education.It is the key point whether we have high qualified teachers, whether we have a management team that has high efficiency, good administration structure and capability, which can provide good service to personnel training, scientific research, society and culture inheritance and innovation. Facing such a rare historical opportunity, how to make good use of human resource within the higher vocational college becomes key point to reinforce competitiveness.The documents as "the state's medium-and long-term planning framework for education reform and development (2010-2020)" and "Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform"Adopted at the Third Plenary Session of the 18th Central Committee of the Communist Party of China, the contents of these documents symbolize that the de-administration of higher education is in the process.This thesis focuses on analyzing present condition of Anhui higher vocational college human resource management, so as to find solution to serious administrative behaviors of higher vocational college within undeveloped area. There are problems as follows:outdated management concept, unscientific development design, insufficient overall quantity, unreasonable factors existed in the process of personnel enrollment, etc. Under the background of de-administration, combined with the provincial reality, we try to make use of human resource theories to raise out pointed methods on 8 aspects, so as to provide beneficial reference to the higher vocational college human resource management, which is benefit to its human resource structure optimization and management level promotion.
