A Study Of Countermeasures For The Appraisal Of Professional Personnel Titles In Tianjin

As the backbone of the talent team in Tianjin city, professional personnel play an important role in the city's economic and social development. Since the professional personnel titles appraisal system in China, as led by the government and with Chinese characteristics, is a system for evaluating the talents, doing a good job in the professional appraisal can help enhance the expertise level of the professional, give direction to their career development, and strengthen the management of government and also industry organizations towards professional personnel.This thesis studies the reality of professional personnel title appraisal in Tianjin and, in accordance with the state's overall planning of accelerating the reform of appraisal system. Based the primary data of the work of title evaluation of the professional personnel, in addition to considering the different situations in the development of the appraisal system for various professional titles, this study analyzes the major contradictions and difficulties at present in Tianjin's title evaluation system, before expounding the internal causes of these conditions. The theoretical bases in this thesis are human resources development, talent appraisal, and personnel-position matching in government departments. The research methods are literature review, data analysis, comparative and case study, in order to put forward the corresponding countermeasures and suggestions.The research results show that only by exploring new ways to evaluate titles, and improving and perfecting the appraisal mechanism based on different characteristics of various professions can an effective and scientific professional personnel appraisal be realized, so as to achieve progress in evaluating professional personnel titles.
