With the industrialization and urbanization,China produces massive flows of rural population who go to work out of hometown and leads to "empty village" and an aging population structure.Under heterogeneous conditions of the level of public services,migration is the result of seeking a higher level of public service,which has a profound impact on the supply of local public goods.Education as an important part of human capital,on the one hand plays an important role in economic development,on the other hand can also affect people's income so as to adjust the distribution of income.Compulsory education,as the only way to acquire knowledge forfarmers,is of significant both on increasing farmers' income and adjusting income gap.Take the supply of public goods theory as a starting point,referring from the Pigou model to the median vote theory of public choice theory,and stick to demand-orientedofthe residents,according to Lindahl's "hand voting" and Tibout model--“voteby foot " principle,to explore the equilibrium ofsupply and demand of rural compulsory education in Jilin Province.This paper starts with the supply side about Jilin Province compulsory education status and problems,and then turns to the view ofdemand.There is a paper survey including nine provinces,which divided the farmers into home-farmers and outside-farmers,in order to reflect requirements of Jilin Province rural compulsory education.After the analysis of the supply and demand matching of rural compulsory education in Jilin Province,it has believed that the oversupply exists in Jilin rural compulsory education.I proposethe government to transfer the focus of rural compulsory education planningof development to improve teaching quality and infrastructure level,and to begin to promote a higher level of education.
