And the overall reliability and validity of the questionnaire were verified.Again for the empirical research part. Through the field research to get the relevant data, understand the current status of the development of innovative literacy. The SPSS20.0 statistical analysis software was used to analyze the results of the questionnaire survey. Analysis the following results are found: an urban and rural basic education research in multi dimensions and innovation accomplishment as a whole, there was a significant difference, that is, from the town of graduate students than rural graduate students generally perform better from; of science and engineering professional graduate students than the study of Humanities and social sciences majors students innovation ability is stronger; male than female graduate students also showed a stronger innovation ability; in graduate research practice and achievements in scientific research practice and: the graduate than did not participate in the practice of scientific research and published papers research performance superior to.And the last part is mainly based on in front of the investigation and statistical analysis, the analysis of the reasons, to put forward to enhance graduate several countermeasures and suggestions of the innovation quality: strengthening graduate students in preschool education action, to reform and perfect the current study of postgraduate entrance examination system. Schools and teachers should study students to provide more opportunities for practice and training, to strengthen the graduate research training and guidance; to create a good academic atmosphere in the campus culture, to strengthen academic exchanges; improve the system construction, strengthen management guidance.
