The development of master degree of postgraduate students scale in our country is rapid, but accordingly the quality has not been enhanced actually. The key performance is that the innovative ability of master degree of postgraduate students is insufficient.Raising innovative ability is the core of graduate education, which is the demand and the essential attribute for itself. Since restoring the master degree system in our country, government takes master degree of postgraduate students innovative ability's raising seriously day by day. And the laws and regulations have been enacted one after another. Especially in recent yeas, the government appealed the persons with innovative ability.
