| As countries (regions) around the world have formed the perception that teachers are professional staff,teacher professional quality and lifelong learning has gradually become the focus of teacher education.Then,teachers’ in-service education,as a part of teachers’ education,as well as the main way of teachers’ professional development,have gradually become the focus of teacher education reform.In Taiwan area,the reform and development of teachers’ in-service education is with the reform of teacher education,having experienced a long historical development process,that improves the construction of teachers’ in-service education system.Based on the improved teachers’ in-service education system,Taiwan has accumulated rich experiences of setting and implementing teachers’ in-service education courses.Instructed by the theory of teacher professional development,in this paper,through the analysis of the content and implementation of Taiwan primary school teachers’ in-service education courses,I discusses the courses’ characteristics and problems,to propose effective suggestions of teachers’ in-service education reform.In this paper,the introduction expounds the research content of teachers’ in-service education courses and the implementation in Taiwan,and define the meaning of teacher education,teachers’ in-service education,teachers’ in-service training courses.The first part of this paper reviews the development course of teacher education and teachers’ in-service education system in Taiwan,and analyses the law,policy and system of teachers’ in-service education in Taiwan.The second part discusses the limitation of traditional teacher in-service training and the advanced nature of teachers’ professional education,analyze the basic theory of teachers’ in-service education courses from the teacher in-service education value orientation and teachers’ in-service education courses’ content choice basis.The third part,according to the classified content description of the teacher in-service education courses,this paper introduces the implementation of teachers’ in-service education courses in Taiwan.Primary school English teachers’ in-service courses in Taiwan as an example,this part analyzes teachers’ in-service education courses’ content structure.The fourth part discusses the problems and characteristics of teachers’ in-service education courses in Taiwan.Based on the status of mainland,the fifth part talks about enlightenments of Taiwan teachers’ in-service education and in-service education courses.By analyzing the firsthand material related to teacher education courses in Taiwan,this paper get the following conclusion:1.The development of teachers’ in-service education system in Taiwan is with the development of teacher education in Taiwan.Teacher education reform in 1994 was a turning point,had made teachers’ in-service education gradually forming a system.By publishing and implementing a series of laws and policies,the teachers’ in-service education system collects the power and resources from central institutions to local agencies,and from schools to professional organizations.2.On the integration of the strength of teachers’ in-service education institutions,Teachers’ in-service education courses in Taiwan present the characteristics that to pursuit rational value as education orientation,to adapt to the diverse differences as principle,to optimize the teachers’ knowledge structure for the purpose,to improve students’ development as fundamental,to develop teachers’ professional quality as the guidance.Taiwan teachers’ in-service education courses are based on the student’s education interests as the starting point,with the direction to develop teachers’ professional quality,manifests the guiding role of students’ learning and teachers’ continuous learning.3.Taiwan teachers’ in-service education courses focus on learning.The ways of building on-campus and off-campus teachers’ education system and support system,and the ways of doing teachers’ education demand analysis,which help implementing teachers’ in-service education courses and drive teachers’ professional development.Therefore,Taiwan teachers’ in-service education and teachers’ in-service education courses provide experiences to the Chinese Mainland’ teacher education.Conducting the combination of long-term training and short-term training courses,and carrying out multivariate content teacher in-service education courses,and improving the teachers’ training support system and the construction of teachers’ training evaluation mechanism,are the development directions of teachers’ in-service education courses of Chinese Mainland. |
