On September 3rd,2014,the State Council issued on deepening the reform of examination recruitment system of the implementation opinions,the most important reform measure is to add the High School Proficiency Test to the College Entrance Examination,becoming an important basis for the enrollment of the College Entrance Examination.Compared with the current High School Proficiency Test which have been implemented for more than ten years,in addition to retain the original functions,such as testing students' academic level and monitoring the quality of high school education,the High School Proficiency Test which under the background of the new college entrance examination are endowed with a new function,to be the important basis of selecting excellent talents for universities.The new function will put forward higher requests for the High School Proficiency Test,so the High School Proficiency Test must be reformed.This paper reviews the process of the High School Proficiency Test for the past 10 years,including its origin,development and evolution.It is divided into three dimensions such as the property and function of examination,education measure and examination management to analyze the implementation of the High School Proficiency Test under the background of the new College Entrance Examination.Regarding Shanghai and Zhejiang as the trial sites of the High School Proficiency Test,there is comparative analysis for the High School Proficiency Test in the view of its significance,characteristic and function,subject setting,test frequency,the score assessment system and the distribution of score.On this basis,it is shown that there are some problems for the High School Proficiency Test under the background of the new College Entrance Examination.For example,there is deviation for value recognition;the construction of its system is unsound;the organization management is not perfect.According to the existing problems,the High School Proficiency Test under the background of the new College Entrance Examination needs to define its value,learn experience from home and abroad,further strengthen the system construction and organization management of the High School Proficiency Test.Firstly,positioning the High School Proficiency Test scientifically.Secondly,enhancing the proposition level.Improving the uniform national curriculum standards;focusing on basic knowledge and basic ability;constructing the mass questions bank which consistent with the curriculum standards.Thirdly,accelerating the construction of professional examination institutions.Reforming the education management system;introducing the professional examination institutions.Fourthly,establishing the diverse supervision and accountability mechanisms.
