Public Sports Service Performance Evaluation Of Jiangxi Province

Since the 17 th national congress of the communist party of China, the government work report mentioned many times to develop the public service,establish and improve the public service system. Early studies have suggested that the Chinese public sports service development level is low, the existing main contradiction is the social sports resources are difficult to meet the demand of the people's growing public sports.Paper has two core research contents:(1) Building a set of complete index system of the public sports service performance evaluation, to determine the weight of each index. Using literature, expert interview, field investigation, mathematical statistics and other research methods, based on the 81 expert grading, the index system of alternative screening, eventually to build a set of public sports service performance evaluation index system of contains two primary index(performance,effect), eight secondary index, 43 three-level index. After using the analytic hierarchy process(AHP) to determine the weight of each index.(2) The empirical study, evaluating the performance of public sports service level in Jiangxi province. Centesimal system classification of each index, according to the Jiangsu province, Ningxia area, the national average and the situation of the public survey in Jiangxi province precise calculation of each score corresponding standards.Calculation and the field survey data into Jiangxi province in the specific scores of each index, and then put the specific score multiplied by the weight of each index, and finally calculate the public sports service points of Jiangxi. Jiangxi province in 50.11 points, the reasons that affect the level of public sports service performance in Jiangxi province mainly has two aspects: 1) the degree of public sports service development in Jiangxi province is not high, there is a lack of institutional guarantee, development funds is limited, the supply subject, supply shortages, content excessively hardware facilities, venues open rate and utilization rate is low; 2) the performance evaluation of public sports service ability is limited in jiangxi province, lacking of effective performance evaluation mechanism. For these two problems, proposes the solution measures are: 1) from the government top design aspects, establishing relevant policies and regulations guarantee, increasing capital investment, vigorously developing public sports service performance evaluation research; 2) from localstandard aspects, placing all kinds of index set a certain reference value, developing public sports service of the local in Jiangxi province.Through the study found that:(1) The selection of evaluation index timely and regional characteristics, and gradually pay much attention to the "software" reasons, it is need to according to the specific project or regional conditions to select indicators,guaranteeing the index has high practicability and representative;(2) In Jiangxi province in the practice of performance evaluation of public sports service excessively dominant index ignore recessive index, needing to adjust the concept, focus on "service" essence, to practice based on the concern for people, promoting the sustainable development of the performance evaluation;(3) The performance evaluation system of public sports service mechanism presents perfection, index diversification and development trend of the method is practical, with a systematic view of public sports service performance evaluation system, promoting the coordination between various factors and comprehensive development.
