An Empirical Study On The Performance Evaluation Of The Undertaking Bodies Of Government Purchasing Public Sports Services In Wuhan

Using the balanced scorecard theory and public satisfaction as the theoretical basis,combined with empirical analysis,the present study makes research into the performance evaluation of the undertaking bodies of public sports services.By doing so,on the one hand,it will enrich the theoretical system of public sports service and promote theoretical innovation.On the other hand,it will help to find solutions to the problems existing in the undertaking bodies of public sports services,thus to improve the effectiveness of government purchasing public sports services,achieve the public's expected goal of the public sports service and improve public satisfaction.The subjects participating in it are 40 undertaking bodies and participants of government purchasing youth swimming services in Wuhan in 2017.Experts consultation method,literature review method,analytic hierarchy process,mathematical statistics and fuzzy comprehensive evaluation are used as the research instruments to make theoretical study,indicators research and empirical study on the performance evaluation of the undertaking bodies of public sports services.The author also devotes to find out solutions to the problems existing.The findings are as follow.Firstly,the performance evaluation index system of the undertaking bodies of public sports service is constructed,covering 4 first-level indicators,9 second-level indicators and 22 third-level indicators.SPPSS17.0 software is used to calculate the single weight of each indicator and the comprehensive weight of the third-level indicators,and the third-level indicators are sorted.Secondly,an empirical study is conducted on the performance evaluation of the undertaking bodies of public sports service.The research team investigates the supply effect and completion status of the undertaking bodies of public sports service from four aspects,which are finance,service object,internal process,learning and development.Moreover,the author undertakes classification fuzzy comprehensive evaluation and totality fuzzy comprehensive evaluation on the performance evaluation of the undertaking bodies of public sports services,which shows that finance situation and internal process are given better feedback while learning and development evaluation is in an ordinarylevel.The results also show that the overall evaluation is good as a whole,with the service objects' high assessment and participants' high satisfaction,because the service objects index takes the largest weight.Last but not least,the author also probes into the existing problems and optimization measures regarding to the aspect.The main problems are summarized as follows: the profitability of some swimming pools is insufficient;the lifeguards' salary is low;the radiation range of swimming venues is small;the operation and management level of swimming venues are uneven;the publicity channels need to be developed.Based on this,the optimization countermeasures are proposed as follows: reducing fees and taxes,establishing subsidy and incentive mechanism,cultivating swimming industry organizations,enhancing publicity,creating exclusive APP,establishing free swimming venue screening index,introducing bidding mechanism,strengthening government supervision,and improving policies and regulations.
