With the progress of the society, the basketball movement is popular in our country. At present, the trend of professional and commercial basketball, to a certain extent, promoted the development of China's basketball career change. Referee's management is very important in the development of basketball, with the development of basketball in our country, the team of basketball referees in China is also a step by step to mature. Now, the level of basketball referee ability has gradually become an important factor in the development and progress of basketball. Based on this, one of the important strategies in the development of the basketball game is to establish and manage the referee team with high level of ability. Henan Province, located in the Middle East of China, is one of the important places of origin of the Chinese nation. Henan Province basketball movement development is moving in a high speed along the road, Henan Province athletics basketball and the populace basketball sports development has made considerable progress in the present stage, as China's most populous province, Henan Province has been building a powerful province in sports and struggle.Based on this, this paper uses the literature method, survey method, SWOT analysis method and logical analysis method, to Henan Province basketball referee management as the research object, in-depth analysis of the current Henan Province basketball referee team management status, summarize their successful experience, and to analyze the existing problems, and puts forward the optimization of the construction and management of the judges the basketball team's strategy, provide a theoretical basis for other areas to carry out the management of the referees. Through the content analysis of Henan Province basketball referee management in current training, appointment, draw, supervision and evaluation of operation mode, understand its advantages and disadvantages, improve the management measures of Henan province for the construction of the team of basketball referees in Henan Province, put forward reasonable constructive suggestions, make it more scientific and feasible operation more effectively promote the development of basketball referees in China, Henan Province basketball benign development to create a good competitive environment, to provide a reference for the study of Chinese basketball referee management. The conclusions of this study are as follows:(1)In the past three to qualify for the evaluation cycle, improve significantly the number of referees, the referee at the basic level learning and high enthusiasm, with basketball career development needs in Henan province. Henan province registered under national basketball referee work supervision does not reach the designated position, sub-national referee registration rate is low.(2)Referee grade, gender structure is not reasonable, a smaller proportion of the above national level referee, no male international referees; the number of women's basketball referees less serious imbalance in the proportion of male and female referees.(3)At present Henan province referees to participate in the training set of training to participate in the training way to form a single, less training content is not comprehensive.(4)The referee training cycle is long, the assessment form is simple, has not formed the evaluation index system of the referee; referee's strong subjectivity, low level of judges in the spot less chance.(5)The government policy support efforts, promote the development of competitive basketball in Henan province; the high level referees flow increased, enhance the exchange of learning opportunities; provincial brand events emerge, providing an opportunity for the referee.According to the results the following optimization strategy is proposed:(1)Pay attention to the management of the registration, establish and perfect the information network platform, strictly judges promotion examination assessment.(2)To strengthen the attention and training of women's basketball referees, set up and improve the referee training target system, optimize the training form and content; the provincial BasketballAdministration selected outstanding national referee, strengthen ties with local colleges and universities, establish teacher training mechanism. Around the city to encourage referees to attend training and high level competition, and give financial support and policy, talent cultivation accelerated the referee.(3)Promoting the innovation of training form, advantage of regional competition the open class, increase the referees at all levels to participate in the training ways and times.(4)Perfect the construction of evaluation index system of the referee, referee set reasonable assessment team appointed judges. The establishment of scientific supervision mechanism, improve the occupation moral.(5)The Henan province city and county reform actively improve the basketball competition form, while the introduction of the high level of competition, improve the level of competition, promote the referee interaction, learning operation marketing mode of international competition, active in the local basketball market atmosphere, promote the basketball tournament to commercialization, occupation development direction.
