Owning different nations, Singapore is a great exhibition where multiple cultures gather together. The public diplomacy in Singapore is featured as open and inclusive under the harmonious background of culture, which is essentially relied on the development and internationalization of higher education in Singapore,motivating the improvement of civil society and cultural quality of people in Singapore. Presently, Singapore is busy carrying out a wide range of educational exchanges and cooperation with other countries under its' advanced educational philosophy and level.Out of abundant human resources, China is becoming an vital cooperation partner as introducing foreign talents is set as an important measure of strategy by the Singapore government. The emergence of new talents is bound to bring a collision of different culture, ideas and values. The educational programs co-conducted by China and Singapore have attracted a large number of Chinese students to Singapore, and as one of the main parts of the public diplomacy, the Chinese overseas students play an important role in strengthening culture effect and promoting friendly communication between the two nations.Based on abundant field researches, literature researches as well as interviews,the author gives three main parts in this article. Firstly, try to elaborate the concept of educational programs co-conducted by China and Singapore under the vision of public diplomacy. Secondly, try to explore the soft power and internationalization of education in Singapore as well as those and educational programs between China and Singapore on the basis of public diplomacy theories, and summarize the role of public diplomacy by analyzing overseas students' views from China and Singapore towards the educational programs. At last, try to make conclusion and give suggestions on how to promote the internationalization of education and adjust the policy of education as well as the application of new media forms of communication.
