On Development Of The Public-to-Private Children Welfare Institutions In Yunnan Province

With the social development and progress, the plight of children's survival and development rights are increasingly concerned by the government and society. There are several millions children in special needs in Yunnan province because of historical, geographical and other factors. They are the most vulnerable, the most helpless, the most difficult population, and their survival and development are faced with severe challenges and tests, so how to relief resettlement has become a big problem. There are two ways to raise the children who is in difficult circumstances. It includes public children welfare institutions and private children welfare institutions. With the continuous advance of the socialization of social welfare initiatives, the government and non-governmental organizations began to expand cooperation in the field of the plight of children. Public-to-private children welfare institutions emerge gradually. It injects fresh blood to the development of children welfare. At the same time, public-to-private children welfare institutions are still in the initial stage, and the public-to-private children welfare institutions need further exploration and improvement. There are few researches on this problem in academic circles. Exploring the development of the public-to-private children welfare institutions is an important measure to improve the plight of children's welfare in Yunnan province.The paper focused on the public-to-private children welfare institutions. As a specific, the M children welfare institution was researched by using documentary research and practical research methods. The theory is based on welfare pluralism and social welfare. In order to promote the development of public-to-private children welfare institutions in Yunnan province, the writer finds out the problems and puts forward helpful countermeasures to solve the problem.This paper is mainly divided into six parts to discuss the development of public-to-private children welfare institutions in Yunnan province.The first part briefly analyses and introduces the background, objectives, significance, the research trend at home and abroad and design.The second part analyzes and discusses the policy background and development status of the development of public-to-private children welfare institutions in Yunnan province.The third part generalizes the basic situation of children's welfare institution. And this part mainly introduces the background,the concept of the establishment, infrastructure, service content, service object, the basic situation of staff, operation and management methods.The fourth part analyzes and studies the achievements and problems in the development of M children's welfare institution.The fifth part puts forward suggestions and countermeasures to promote the development of public-to-private children welfare institutions in Yunnan province.The sixth part is the conclusion part.The study found that M children welfare institution has achieved good results after two years, mainly the cooperation between government and civil society, maintenance services, daily management and resource channels. M children welfare institution pays much attention to the good cooperative relationship with the government, and provides a more favorable living environment for the plight of children with multi resource channels. However, there are many problems in the daily management, money and other aspects of M children welfare institution, which are restricted by multiple factors. Among them, the lag of welfare policy, the lack of government's support and the lack of social charity awareness have greatly hindered the development of the children welfare institution. At the same time, the lack of awareness of cultural sensitivity led to the "localization" of M children welfare institution in the process of operation management. Under the background of social welfare, the government and non-profit organizations are the effective ways to integrate resources. Under the leadership of the government, the combination of children welfare institutions and social active participation in the three phase can effectively promote the development of Yunnan province public private welfare institutions in the plight of children's maintenance services.
