Research On The Mechanism Of Public Welfare Guarantee For For-profit Private Universities Under The Classification Management System

With the promulgation of the "Private Education Promotion Act" and the implementation of the three supporting documents issued according to the spirit of the new law,China has given the existence space of the legalization of the profitable private universities from the top level system.Private universities classification management is an important work of higher education reform in China,to allow the establishment of for-profit private colleges,private colleges with investors to obtain the actual demand of income,to encourage social forces to promote the healthy development of private education has a strong role in promoting.However,as a new thing,profit oriented private universities still have extreme cognition to the public.They think that the nature of profit making will affect their public welfare development.The educational service provided by profitable private universities has a positive impact on the political,economic and cultural aspects of society,and brings huge social and public interests.Therefore,profitable private higher education still has the essential nature of public welfare.The classification after the registration of private education sector will be the emergence of a new type of There was no parallel in history.for-profit private colleges in China,this article belongs to the prediction research on how to prevent the public profit private higher education loss system research,and proposed to apply the basic paradigm of game market and education between the public security mechanism construction the.In stakeholder theory,public goods theory,property rights theory,SWOT analysis theory four theory as the research starting point,in order to guarantee the public welfare development of for-profit private universities to maximize the ultimate goal,analysis method,historical research method for the pursuit of profit and stick to public comparative research method,balanced use literature.This article first introduces the background and the way to produce the profitable private colleges and universities in China.Secondly,the theoretical analysis of the development of for-profit private universities are facing the scene situation with SWOT theoretical analysis,corporate governance,facing public non-profit private colleges to explore on the road of the development of property ownership,to attract students,teachers,tuition five aspects are facing the plight of fetters.Then,by drawing lessons from the experience of public welfare in private universities in the United States,we explore a public welfare guarantee mechanism for profitable private universities under the classified management system of China's higher education environment.Finally,this paper puts forward five points of public welfare predicament of public welfare security mechanism established conception: first,establish a consultative governance mechanism,grasp the legal status of legal person;second,to establish a reasonable compensation mechanism,a clear government preferential;third,the establishment of autonomous enrollment mechanism,pay attention to the quality of reputation effect;fourth,the establishment of flexible employment mechanism,to create high-quality teachers fifth,team;establish multiple regulatory mechanisms,formulate scientific and standard tuition.
