Since the founding of new China, education of higher school continuous improves after more than sixty years of deepening development. Colleges and universities set up the performance assessment methods by the standards of the performance along with the influence of market economy especially after the reform and opening up. The performance evaluation of teachers in colleges and universities refers to that the control teachers check the completion of the teacher's teaching, the level of teaching quality, the level of their own level, and the level of performance by the scientific method and according to the performance of the standard, and the teacher's work objectives, and the test results feedback to the system. The results of the performance evaluation relates to the teacher's salary, position and title of the promotion, even the possibility of hiring again. The performance management of teachers are essential for the development of the school and teachers.The performance evaluation system of university teachers in our country has been basically established. The research on the performance evaluation of university teachers is gradually increasing, and the traditional examination method has gradually become obsolete. At present, there are some new requirements for the performance evaluation of the university teachers. After the rise of new public management, the western countries have begun to use new management methods to carry out social reform, and higher education is also a reform of the column, which has a profound impact. Based on perspective of the new public management, the evaluation of University Teachers' performance is determined by the comprehensive nature of the higher education institutions, the special nature of College Teachers' work and the influence of the evaluation of University Teachers' performance from the new public management. At the same time, in order to establish a better view of performance, management of teachers, improve the teaching quality and reputation, it is very important to examine the performance of the University based on the new public management perspective. It is reflected that firstly it helps to achieve the goal of the University; secondly, to improve the enthusiasm of the teachers; thirdly, and to help enhance the confidence of the community to the university.The university expansion solves the contradiction in the supply of education to some extent. The university has a series of problems in the quality of running school and education quality because of lack of management and too rapid expansion. The research on the problems and the causes of the problems in the performance evaluation of the University has a practical significance on the improvement of the management level, of teaching quality, of management efficiency, and the development of higher education in Colleges and universities. This study focuses on the performance evaluation system of teachers in Colleges and universities, the Liaoning communication university as an example. The main problems are:firstly, the incentive measure is less; secondly, the administrative management of the performance evaluation restrains the creativity of the University; thirdly, the cost of resources is wasted; fourthly, the performance evaluation index system is not perfect; fifthly, the development of indicators is lack of teachers' participation.In view of the above problems and from the perspective of new public management, the characteristics of College Teachers' performance are analyzed. The reasons that lead to the above problems are firstly, the lack of customer thinking of the University Teachers' performance evaluation; secondly, administrative system of university administration; thirdly, control the absent of the cost management; fourthly, too single of the evaluation; fifthly, the lack of the feedback of teachers.Finally, from the perspective of new public management, some suggestions are put forward to improving the performance evaluation of university teachers in order to improve the performance evaluation system of university teachers. The measures include:firstly, the combination of rewards and punishments and the use of the evaluation results; secondly, the introduction of competition mechanism and increasement of the enthusiasm of teachers; thirdly, to quantify the cost management and performance management of education fund; fourthly, the classification evaluation and constructions of the reasonable teacher performance appraisal system; fifthly, attention to the participation of the teacher and humanist.
