The important foundation of implementing the strategy of the coordinated development in Beijing-Tianjin-Hebei region is vocational education cooperation.Promulgating by the State Council in 2010,The National Medium and Long-term Education Reform and Development Plan(2010-2020)pointed out that : " It will focus on strengthening the coordination and comprehensive utilization of vocational education resources to enhance the ability of regional development of vocational education service." In 2014,The Modern Vocational Education System Construction Plan(2014-2020),enacted by the Department of Education and other six departments,pointed out that deepening cooperation of regional vocational education takes the lead in promoting cooperation of vocational education colleges and universities in Beijing-Tianjin-Hebei region.Implementing the vocational education cooperation in Beijing-Tianjin-Hebei region will not only effectively promote the overall power of regional vocational education,but also strongly drive the strategy of coordinated development of Beijing-Tianjin-Hebe regions.This research carried out a variance analysis for the Beijing-Tianjin-Hebei vocational education resources from aspects of social environment and educational institutions.Among them,it analyzed the real differences of vocational education development in the Beijing-Tianjin-Hebei region from economy,industry,employment market,developmental strategy from the level of social environment.By selecting the number of the vocational education institutions,teachers,funds,gross assets of equipment and other indicators,it carried variance analysis for the higher vocational education,secondary vocational education and vocational training resources respectively in those three places from the level of educational institutions.It showed that the vocational education of Beijing and Tianjin,obviously,has superior resources in the aspect of environment of social development and educational institutions,whose resources of teachers,funds,assets,equipment,etc are better than Hebei province.But the shortage of students and the insufficient of human resources needed for economic and social development are existed in Beijing and Tianjin;However,Hebei province has abundant human resources,the vocational education resources of those three places apparently have potential complementary advantages.Based on the analysis of the differences in vocational education resources in Beijing-Tianjin-Hebei region,this study cleared about the primary meaning of the vocational education cooperation in Beijing-Tianjin-Hebei region,summarized resource scarcity and surplus of vocational education cooperation,the demand of regional skilled talents,enhancing the utilization efficiency of vocational education resource and other internal motivating factors,and the activation of external developmental situation,the promotion of national macro policy,the impetus of regional unified market and other external motivating factors.Combining internal and external motivating factors,it will effectively promote the process of the vocational education cooperation in Beijing-Tianjin-Hebei region.To ensure the implementation of the vocational education cooperation in Beijing-Tianjin-Hebei region,this study put forward the practical patterns and specific measures of the vocational education cooperation in Beijing-Tianjin-Hebei region,delved into the mechanism of the vocational education cooperation in Beijing-Tianjin-Hebei region,and raised that the cooperation path should pay attention to solve the problems of clearing the main body of cooperation,improving cooperative system,optimizing cooperative environment,strengthening cooperative motivation and enhancing cooperative efficiency and other issues.
