The study on the construction of elementary school culture can provide a reference in building primary school culture. This thesis, based on the case study of Qingshuitang No.3 primary school located in Changsha where the author has been working, by methods as document research, questionnaire survey, interview, and case study, etc, not only doing research on the theory and its application, but also having a discussion on problems and their corresponding solutions. As a total of practical education activity created by the entire school and achievement has been made after long time development and accumulation, school cultures have educational and exemplary function, oriented and disciplinary function, cohesive and incentive function, which are consisted of different cultures in spirit, material, discipline and behavior. To build school culture is a process that three parties, leaders, teachers and students at same school, construct their school culture together. The above-mentioned aspects should be taken into consideration. We also must comply to such principles that integrate tradition inheritance with creative development, that emphasize on investigation and the transformation of potential strength, that balance long term plan and whole layout, and that insist on president-centered management and mutual participation among three parties involved. Qingshuitang No.3 primary school is conceived of 'Water culture', as the core idea to construct the school culture in four aspects. However, the following problems still exist. the lack of common participation between teachers and students, less known and understanding of school badge and song, and the vital of reinforcing'San feng'construction(the school spirit, the teaching style and the study style)are in spirit. the equipment of teaching facilities is incomplete and the functional classrooms are not fully used, leading to the facilities of cultural transmission are in a relative shortage. Besides, the management system is still unfinished, part of those which are not put into practice yet. Moreover, students have few opportunities to experience more activities, meanwhile, the more culture infusion should be in activity. Therefore, we should take the following four measures to advance its cultural construction. Firstly, seeking the origin of'water culture', then the cultural construction will be improved. Secondly, a blend of material and water culture contributes to the tangibility of material cultureThirdly, in order to implement the institutional construction, we should refine the spiritual connotation of 'water culture'. Finally, it is necessary to strengthen behavioral construction so that fully realize the educational function of 'water culture'.
