In the Information Era, knowledge changing rapidly, the growth in information technology provides opportunity to deepen the role of educational equity idea into special education, and facilitates the disabled children's study,life etc. In this age, especially under the background of national education informationization construction, the impact of information technology on special education becomes more prominent. And it is the inevitable trend of development of special education to realize the informationization of special education.The core of this study was mainly to comb and analyze the related theories and practical experience about the informationization of special education both at home and abroad, which can offer theoretical reference for our country, and which can be based on to define the concept of special education informationization,as well as the constitute elements of special education informationization has been illustrated. Through investigation,we have noticed the present situation of special education informatization construction in Gansu,based on which we take further study to find some existing problems, give measures for improvement, and promote the development of special education informationization of Gansu. First of all, the study applied the research methods of documentary analysis. It analyzes correlational research of special education informationization both at home and abroad, and then the concept has been defined. Therefore, based on the six elements of education infoamationization and actual needs of special education schools, the research points out components of information construction of special education and confirms the research thought in the middle level.Second, on the basis of former research, questionnaire and the interview about information construction of special education of Gansu have been designed to investigate the special education schools in Gansu. In this paper, the methods of investigation such as Questionnaire and interview are being used to make the research.Moreover, by descriptively analyzing the investigation data using SPSS, we get to know the information construction of special education school in Gansu province. In aspect of fundamental facility construction, multimedia classroom of special school has already been established. Besides school for blind, most special schools have network rooms, at least one for per school with 30 PCs. Nearly 20 special education schools has built campus networks. The special education infomationization assistive device and function rooms of school are common in cities, but not that popular in counties. The assistive device mainly supply voice maps, screen readers, CD writers, Dr speech, computer and screen for the blind. Function rooms include labs, art rooms, language training rooms, rhythm rooms, geographic classrooms, intuitive classrooms and music classrooms. In aspect of digital resources construction for special education, few school built resource database in which most are common media materials in form of courseware database, teaching plan database and quality video resources database. Resources sharing is poor for special-education teachers lack the awareness. As for application of informatization of special-education teachers, most of them have the basic IT application ability. During the teaching process, in most cases, they use IT such as Powerpoint for preparing and teaching lessons. Information training are mostly based on theories rather than piratical operation and are centralized training. Father more, for information security mechanism for special schools, there established the special education informatization infrastructure construction program for Gansu Province, but not to the city or school level. Informationization application guidance, Information management and evaluation mechanism need to be made.Finally, we make a summary of the existing problems: the lack of information-based infrastructure in special education schools, and the imbalance of information-based infrastructure construction and Campus network construction; the slow construction of digital resources of special education school and the lack of humanistic care; the lack of IT training for special education teachers, which widen the diversity of IT application ability among teachers, the insufficient of teachers' informational teaching ability as well as the shortage of specific training; the imperfect safeguard mechanism of special education informationizaiton, almost no one can be blank, so it badly needs to be improved. In this paper, the measures are proposed to solve these problems.
