Using the method of literature consultation, questionnaire, observation and mathematical statistics, this paper made a thorough investigation into the current status of physical education equipments, physical education teaching, extracurricular sports etc. of thirteen special schools in Liaoning Province. The results indicate that physical education of special schools in Liaoning Province involves many problems: teachers'academic qualification is relatively low on the whole; the specialization degree of physical education teachers is not high and the quantity of teachers for accepting the relevant training is low; special schools lack sports field and equipments, special equipments for the disabled person cannot meet the requirements of physical education; popularization of physical education syllabus and textbook is not high, leaving behind the development of the times; sports teaching organization form is unitary, the sports course content concentrates in athletics movement project, neglecting the disabled students'psychologically healthy education; the subjectivity of the disabled students is neglected, development of Individualized Physical Education Program is nearly blank; execution of morning exercise, the gymnastic exercises and the class physical training is not maintained to a standard, execution of the extracurricular training and the movement competition is not optimistic. According to the above problems in physical education of special schools in Liaoning Province, this paper proposes the corresponding countermeasures and suggestions: (1) to construct the long-acting mechanism of teachers'training and promote the teachers'specialization quality; (2) to broaden the way of financing and improve hardware facilities; (3) to implement Individual Physical Education Program(IPEP), also raise students'interest of learning; (4) to deepen the curriculum reforms, establish the special school sports curriculum system; (5) to emphasize the disabled students'psychologically healthy education in physical education; (6) to strengthen the organization and instruction of extracurricular sports activity, making it regularized, systemized and standardized.
