In recent years, more worldwide attention is paid to the development of public welfare in order to make more and more college students take active participation in social welfare and continually strengthening the socialist spiritual civilization. Study on college-student public service activities is an important topic of public good research in China, as well as a significant part of the ideological education of college students.Based on the relevant fundamental theory of public management, this paper takes students in Nanjing Institute Technology as an example and compares their participation in public welfare activities with those in developed western countries. According to the literature research method and discussion with college volunteers, a detailed analysis on characteristics and shortcomings in college student-participated public welfare activities is given, followed by corresponding recommendations and resolution strategies. Therefore student volunteers can participate in public welfare activities more efficiently and continuously and the development of university student related public welfare will be promoted. The paper points out that the first main feature of our student-participated public welfare is an insufficient motivation. Passive participation overwhelms active participation; at the same time, incomplete rules and supporting system make it costly both in time and economy for college students to participate in public welfare; and the discipline of student volunteers cannot match the professional needs of public service activities well, resulting in poor efficiency and effectiveness of college student volunteer service; finally, the creativity of college students has not been well used for their participation in public welfare activities. Thereby students'participation in public welfare activities is not enough funded, resulting in inconsistent quality and poor continuity of their volunteer service. Meanwhile, student volunteers have a narrow field of view and no innovation in activity mode. The most important case is that the management system of college-student public welfare is not perfect, and there is no effective social security and legal protection. We believe that these problems are mainly due to following reasons. First, college student volunteers do not either have deep awareness of the effects and meaning of charitable activities or combine the public service activities with the value of their self-realization; secondly due to the lack of necessary guidance and management, the level of public service from college student volunteers is too low to meet the real needs of the society; and because of lack in propaganda and low service quality, public service activities on campus has not been effectively accepted by the community; moreover, the direct supervisor of the students' public welfare activities, namely our universities, do not have effective exchanging and cooperation platform with the society, resulting in the out of touch between campus and social welfare. Finally, by comparing our college students'public welfare activities with developed western countries and combining the characteristics and shortcomings, we propose sound suggestions on our college student public welfare development, namely:enhanced public awareness of college students, improvement of social security mechanism, enough financial support for college student public welfare as well as strengthening the scientific construction of public service activities of college Students.
