With the powerful support of the related national policies, and the constant increase of economic development, more and more minority youth gain the opportunity of receiving higher education. After 2008, all colleges in China welcome a batch of the young minority college students after 90 s with distinctive age characteristics, who grow up in the times of reform and opening-up with open mind, distinctive personify, and the distinct “network” mark, but show a different language and life style, indicating they are both the miniature of the social development of this age and bear the rich connotation of their own cultures. The nationality and times are interacted; openness and region are overlapped; times and tradition are mutually joined, which makes college students of ethnic minorities after 90 s different from the former college students of ethnic minorities in inner emotional demand. This college student group coming from different minorities regions study and grow up together in the colleges, and shoulder the expectation of the nation for the advanced knowledge and culture. They are the important link of various cultures of ethnic minorities promoting the communication between all nationalities.The theory of human's all-round development of Marxism holds that after the basic survival conditions is met, there must be further higher spiritual need, which is the concept of human's all-round development. The college students of ethnic minorities after 90 s are in the life stage of rapid growing-up, which is the important period for the formation of outlook on life, values, and world outlook. If our education just only focuses on their knowledge teaching, but neglects the cultivation of their inner emotional quality, their growth will not be the all-round development stated by Marx. Only when their moral quality, emotional adjustment ability and knowledge level reach a higher level and balance mutually can they play a positive role in the social development. Modern ideological and political education on the emotional need of the college students of ethnic minorities after 90 s can effectively help them develop more comprehensively. With the increasing intelligence and knowledge storage, their EQ also has gained the proper growth at the same time. This shall be the important content and basic requirement for the growth education in colleges, and also the acting point and power point of modern ideological and political education.Traditional ideological and political education usually focuses on intuitional education in teaching practice, and is used to using the same way to teach all students, just like the production line does. But with the social development, people have energy and ability to find the development orientation which is more suitable for themselves. In the same environment, it shaped various people. Especially in the face of the college students of ethnic minorities after 90 s fulling of thirst for knowledge and curiosity, the same teaching method seems to be single and boring. For the issue how to change this situation of college ideological and political education, modern ideological and political education gives us a definite guidance and orientation, and emotional education is the new thought to improve the modern ideological and political education.This paper uses theory of human's all-round development of Marxism and Maslow's hierarchy of needs as basis and combines psychological knowledge to divide the hierarchy of emotional needs of the college students of ethnic minorities after 90 s, and reveals the differences in different hierarchies of emotional needs of the college students of ethnic minorities after 90 s by investigation, summary and analysis. The inner emotion and emotional needs of education receivers are included in the education context, which not only meets the emotion, but also makes knowledge easier receive and internalize to form a good recycling so as to make education receivers have a positive emotional experience in ideological and political education, form passive to active, and it is the essential factor for college students' progress and success.At present, paying attention to the emotional needs of college students of ethnic minorities after 90 s is beneficial to deepen the role of the emotional education on the ideological and political education for college students of ethnic minorities after 90 s, and to promote the establishment of the emotional education conception in the colleges and universities. At the same time, in the mode of emotional education, college students of ethnic minorities after 90 s can not only gain the emotional experience and satisfaction, but also enhance their ability to accept and understanding. It trains their emotional control ability and group integration ability better. Besides, throughout the self learning and creation, they will have pleasure and happiness, which effectively improves the self-adaptation ability of college students of ethnic minorities after 90 s in the new environment.
