Since the transformation from the elite education to the mass education in the field of higher education, especially the enrollment expansion, the employment of college students has become the focus of attention. Due to the development of national economy and the influence of the population-related policies executed since Reform and Opening-up, the size of the newly-added labor population in China has reached new highs in the 21 st century. Every year, the number of college graduates has increased exponentially. As a matter of fact, it has brought the greatest impact to those emerging independent colleges. The employment of college students will not only influence the survival and development of independent colleges but also become an important mark of educational achievements. Moreover, it will also have an immediate effect on the social stability and national prosperity. As noted in the 18 th Party Congress of China, a higher-quality employment should be realized. The employment issue of those graduates in Chongqing-based independent colleges will influence many aspects of social and economic development in Chongqing. It can even have a far-reaching effect on the long-term development of the city.At present, there are a total of 6 independent colleges in Chongqing. The employment rate has been used as the main index of student employment in those schools. However, this method is not scientific because it bas given a higher priority to quantity than quality. Since July of 2010, the author has been engaging in the graduate-related work in an independent college and thus gained a deep understanding of employment issue. Based on the employment status of those graduates in SWSM, this paper will make a study of the employment issue of those graduates in Chongqing-based independent colleges. After analyzing the employment status of those graduates in the 6 independent colleges, this paper will also make a study of the supporting policies and employment services offered by the city government and relevant authorities from the angle of theory and practice.Firstly, this paper will make an overall analysis on the status and problems of the employment of those graduates in Chongqing-based independent colleges, including the development status of those schools as well as the current status and problems of those graduates. Secondly, this paper will comprehensively analyze the employment status and main problems of those graduates in SWSM in terms of employment rate, graduation status, employment direction, salary level, major-work relevance, job satisfaction degree, employment ability evaluation and the satisfaction with the employment service offered by the school. Thirdly, this paper will offer some effective countermeasures to improve the employment status of those graduates in SWSM. The first is to implement the leadership project. The second is to explore the new education mode combining innovation with employment and also build a distinctive employment system. The third is to build an integrated employment service platform and ensure the orderly operation of employment work. The fourth is to enhance the cooperation between school and enterprise as well as promote the building of employment market on campus. The fifth is to put the campus recruitment into normal operation with the aid of new media. From the perspective of the new public management, this paper will take the actual condition of the country, region and school into consideration as well as offer some feasible solutions in terms of the functional transformation of Chongqing government and the employment-related services of the school.
