A Study On The Federation Of National Education Association (1915-1926)

In the early Republic of China when political situation was turbulent and regime changed frequently, the central administrative ability was not strong and the government could not pay attention to education. Under the influence of some advanced educational thoughts, a large number of educational groups emerged as the times require. The Federation of National Education Association(Hereinafter referred to as JiaoLianHui) is one of very important community. As a national education group, it has a important influence on education of the early Republic of China and promoted the evolution of Chinese education from tradition to modernization.The Federation of National Education Association was established in 1915 what was under the advocacy of Zhili education association, and its purpose was to observe the state of education and the trend of the world should be, discuss matters of national education. Its organization form is annual meeting, each year setting up one chairman and one vice chairman, later setting up an office to be responsible for the daily affairs. In addition to the various provinces and regions represent, participants include army political representatives and foreign educators. Conference funding is prepared by the provinces. After the 11 th annual meeting, in 1927, with the establishment of the Nanjing national government, the Federation of National Education Association also came to the end.The activities of JiaoLianHui mainly include the general assembly, investigate meeting and speeches, dinner party, visiting and some other activities. The annual meetings have more than 200 pieces of cases, paying attention to all aspects of the education. Through combing main education problems discussed by JiaoLianHui, this article mainly presents the works it has done in the original meaning of education, the reform of educational system, vocational education, woman's education, normal education, teaching reform and its main cases.As a non-governmental education association, JiaoLianHui has a great influence on education at that time, which strengthens the exchanges in the field of education and promotes the transformation of education modernization. It is inseparable from its bottom-up decision-making mechanism, and also the great relationship with the specific historical chance and the positive interaction with the Ministry of Education. Through historical reflection on JiaoLianHui, it also inspires today's education community how to produce the certain enlightenment function.
