After decades of development of postgraduate education in China, the scale of postgraduate enrollment is expanding. With the expansion of the scale of postgraduate students, the corresponding educational expenditure has also increased. The government's financial subsidies have been unable to meet the huge cost of graduate student groups. This does not only affect the quality of graduate education, but will also affect the long-term development of postgraduate education.Therefore, the reform of postgraduate training mechanism can not be ignored, the Ministry of Education is also actively promoting the reform of postgraduate training mechanism. Whether the corresponding funding can be effectively implemented, is the effective guarantee of the postgraduate training mechanism. Postgraduate education charge is an important reform. Under this background, postgraduate funding will play a more important role in postgraduate education.At present, but for the current postgraduate funding in China, there is still plenty of room for improvement. Although the number of postgraduate students in our country has more than one million,only in the actual number of more than other countries, and its quality remains to be improved. The increase in student numbers poses many problems in government financial subsidies. Although China has initially established a "award, loan, fill, help, reduce " diversified mode, the overall funding level is not high, still less coverage, the overall level of funding is not high, the coverage is still less. Responsibility for School and tutor implementation is a bit less, can not meet the individual students learning and living needs. So, active research and exploration of new channels of graduate funding has practical significance.Based on China's graduate students as the research object, the paper discussed on postgraduate funding under the background of charges. This paper discussed and analyzed the historical development process, the existing problems and how to improve about postgraduate funding in China with the methods of the documentary research method, comparative research method, theoretical analysis and other. With the gradual implementation of the reform of postgraduate training mechanism, how to improve the research funding for graduate students has received extensive attention from all sectors of the community. The government should formulate corresponding policies and normative the behavior of individual participants in postgraduate funding, for the escort of the education fair, from practical action to improve graduate education funding efforts. The China should learn from the excellent experience of more developed countries, with its own national development mode, take multiple financing of graduate student funding. Under the premise of the number of development, a diversified graduate student funding system needs to be established to achieve the the guarantee of quality.
