Research On The Reform Of Postgraduate Enrollment System-A Stakeholder Perspective

The reform of the postgraduate enrollment system involves "the assignment and achievement of interests" among groups and individuals, which is the logical basis of the study, then the author puts forward the value orientation of the reform from stakeholders'perspective on the basis of theoretical discussion and field investigation, and studies the reform measure systematic and comprehensively by the analysis framework which was built by the value orientation of the reform.In order to break through the research paradigm and research approach, the definitions of the core stakeholders of reform is first discussed on the basis of the Stakeholder Theory, and the essence of the reform is analyzed by the Institution Change Theory, and the rational and selfish essential feature of stakeholder is demonstrated by the Theory of Public Choice. We also analyze the reform time and environment of the postgraduate enrollment system, and induce the content and characteristics of the reform, and summarize our current postgraduate enrollment system and developed countries' characteristic of the system. To further reflect the application value of stakeholders in the study, we did a survey of the reform situation with the questionnaires aimed at the administrator, supervisors and postgraduates, the conclusion of existing problems are:the degree of satisfaction of reform is not enough; the reform can not better meet the demand of interest; enrollment planning, selection methods and autonomy of recruiting students should be the focus of future reform.Hoping to solve the reform problem, the value orientation of the reform from the stakeholders' perspective, which is satisfying the stakeholder's interest tend, and relieve the conflict of interests, and promote the harmony of interests among stakeholders, is deduced from the theoretical discussion and field investigation. We discuss the connotation of the value orientation on the level of system design and supply and then deduce the analysis framework contain "system design, system supply and stakeholder". In the end, we put forward some measure of the reform by the framework with the purpose of finding novel perspectives and ideas for the study on the reform of postgraduate enrollment system, include:clear understanding of reform objective which is selecting innovative and high-quality students; adhering to the principles of meeting the interests and relieving the conflict of interests; improving the reform path on the level of system supply; designing the reform content with candidate-oriented; caring out the reform measure on the level of system design and improvement.
