Comprehensive universities participate in history of teacher education started at the1980 s, with the adjustment of the national education policy in the 1990 s, then aggressively promote comprehensive universities and normal universities involved in teacher training, at this point, the teacher education striding into the comprehensive universities. After nearly more than 10 years of development, the integration of teacher education has formed a variety of different teacher education training mode, the effect is remarkable. However, local comprehensive universities participate in teachers education has appeared a lot of problems in the process, even violate the intention of teacher education which comprehensive universities take advantage of its comprehensive and academic to training learning, research, skilled-oriented teachers in the new era, and hindered the development of local basic education, the problem is serious and need to further study urgently.With the comprehensive of technicality and normality of university teachers' education as the main body, the study was on the development present situation investigation of fusion of local consolidation comprehensive university teachers' education, summarized the current development and problems of the local merging colleges and universities teacher education, and draw lessons from the teachers' education experience of foreign famous comprehensive universities, provide the experience to local comprehensive universities participate in teachers' education in China. Finally, according to the existing problems in the development of teacher education of the current local comprehensive universities in China and the experience of the development of teacher education of foreigner country, put forward fusion strategy of academic and normality in the ways of the curriculum arrangement,teaching practice and campus construction.Firstly,this article lay the theoretical foundation for the integration of teacher education academic and normality on the development history and fusion of teacher education academic and normality of the pedagogy basis. Secondly,analysis from the angle of the reality basis of the integration local merger technicality and normal university teachers' education, summed up the inevitability of technicality and normal fusion, expound some of the author's views and opinions in the process of the analysis of the necessity of integration. Then through the analysis of process and characteristics of teacher education development of the two countries, summed up experience in teacher education development, and provide the experience for reference to comprehensive development of teacher education in colleges and universities in China.The author thinks that the development of teacher education, the important point is not to choose what kind of class mode, but to cultivate high quality teachers that meet the need of the new era and has a link with basic education,which is combined with research, and education of the knowledge, skill and psychology. The ultimate goal of academic and normal character integration: obeying the teacher's professional development rule, oriented in the specialization of teachers education, to change the traditional drawbacks of single, closed in the teacher education, strengthen the combination of theory and practice, finally realize the purpose of teachers' professionalization.
